<br />r <br /> <br />years. They had explained to the District that the design was flexible, and created a <br />preliminary design that they believed would work. He noted that the BMX participants <br />created the jumps from dirt, and that this facility would not host races, as the facility in <br />Livermore did. He added that the height of the jumps would be limited. <br /> <br />In response to an inquiry by Commissioner Kameny, Mr. Holt confirmed that the City <br />would lease the De Silva parcel for the BMX and other uses. The City would assume <br />liability, as it did for the skateboard park. He noted that they initially searched for a <br />temporary location, but realized that the temporary location would become a permanent <br />site. They determined that looking for a permanent site would be necessary. <br /> <br />In response to an inquiry by Commissioner Kameny, Mr. Wolfe replied that the land use <br />plan was being implemented as a coordinated effort. A portion of the De Silva would be <br />used for expansion of the BMX site. <br /> <br />In response to an inquiry by Commissioner Roberts, Mr. Wolfe replied that the De Silva <br />parcel was currently zoned Service Commercial. He noted that the City's piece of this <br />site was strictly for the BMX facility. <br /> <br />..-- <br /> <br />Mike Fulford, City Landscape Architect, displayed a graphic of the BMX track, and <br />described its design. He emphasized that the plan before the Commission was very <br />flexible, as was the sport ofBMX. He added that BMX facilities were sculpted by the <br />users. He noted that like other City parks, this would be a dawn-to-dusk facility, and <br />would be visited by City staff daily. There were no plans to make this a lighted facility, <br />and there would be bathroom facilities. He noted that adequate water would be provided <br />for dust control, which was very important for the City, neighbors, and the riders. He <br />added that with regard to dust control, BMX facilities tended to be self-policing. <br /> <br />Mr. Fulford noted that there would be a simple parking area with approximately twelve to <br />twenty spaces, to be determined by discussions with the users. He noted that EBRPD's <br />plan had evolved through the discussions, and displayed the changes in the site regarding <br />ingress and egress, as well as an acceleration and deceleration lane. He believed that there <br />would be few vehicles because many users would ride their bicycles. <br /> <br />In response to an inquiry by Commissioner Sullivan, Mr. Fulford replied that the BMX <br />entry would not serve as an entrance to the waterslide park. A discussion of the physical <br />layout ensued. <br /> <br />In response to an inquiry by Commissioner Arkin, Mr. Fulford confirmed that <br />landscaping would be installed to screen the facility from Stanley Boulevard. <br /> <br />Mr. Wolfe noted that the Police Department will not want the facility to be so densely <br />screened that they would not be able to inspect the activities while driving by. <br /> <br />,--. <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />September 11, 2002 <br /> <br />Page 9 <br />
