<br />- <br /> <br />c. PREV-291. City of Pleasant on & Glen Kierstead (California Splash) <br />Work session and review of possible modifications to the East Bay Regional Park <br />District's (EBRPD) Land Use Development Plan for Shadow Cliffs Regional <br />Recreation Area at 2500 Stanley Blvd. Modifications under consideration include <br />the following: <br />(I) Review of a proposed seven-acre expansion of the existing waterslide facility <br />previously approved in the EBRPD Land Use Development Plan; <br />(2) Relocation and expansion of the entry kiosks, landscaping, and other site <br />improvements to accommodate the waterslide expansion; <br />(3) Incorporation of a new two-acre bicycle motocross (BMX) facility on the west <br />side of the park to be designed and operated by the City of Pleasant on; <br />(4) Incorporation of an additional 8.7 acres on the west side of the park to be used <br />for overflow parking; and <br />(5) Relocation of the waterslide's main pedestrian entrance west of its current <br />location to Remillard Road. <br />Zoning for the property is P (public & Institutional) and C-S (Service <br />Commercial) Districts. <br /> <br />--- <br /> <br />Mr. Iserson noted this was a work session, and summarized the staff report. The Park <br />District would address the Planning Commission's comments and concerns as part of its <br />plarming process, and would consider any necessary changes. After the EBRPD Board <br />approves the land use plan amendment and the environmental document, they would <br />submit a formal application to the City for the request, which would included a <br />Conditional Use Permit for the expansion of the park and the BMX facility. A General <br />Plan Amendment and Rezoning would be implemented for the De Silva parcel, which is <br />immediately adjacent to Shadow Cliffs, and would be incorporated into the expanded <br />park. A Design Review application for the buildings and overall site plan changes would <br />be submitted. <br /> <br />Mr. Iserson noted that one phone call was received from a neighbor, expressing concern <br />about the waterslide expansion, but had no further issues with the plan. <br /> <br />In response to an inquiry by Commissioner Kameny, Mr. Iserson confirmed that Shadow <br />Cliffs Lake was within the City limits. <br /> <br />In response to an inquiry by Commissioner Sullivan, Mr. Iserson noted that the City <br />Council would have final approval regarding this application. <br /> <br />Jim Wolfe, Director of Parks and Community Services, noted that this presentation was <br />unusual, because their items typically came before the Plarming Commission after review <br />by the Parks and Recreation Department. Because of the timing of the meetings, Parks <br />and Rec would address the item on September 12, 2002.
