<br />- <br /> <br />Mr. Fulford noted that PG&E had offered to give them good recycled pole to be used as a <br />vehicle barrier. He added that they would absolutely discourage four-wheelers from the <br />facility. <br /> <br />A discussion of the track grading ensued. <br /> <br />In response to an inquiry by Commissioner Kameny, Mr. Fulford replied that $75,000 <br />had been budgeted for the BMX facility. <br /> <br />In response to an inquiry by Commissioner Roberts, Mr. Fulford confirmed that the BMX <br />users actually built the mounds themselves, and that they brought their own shovels and <br />tools for that purpose. <br /> <br />Mr. Wolfe noted that the users were experienced in keeping the facility self-contained, <br />including using hoses to control the dust. He noted that the reason they were so active in <br />the creation of the facility was because Parks Maintenance constantly knocks BMX <br />mounds down allover town. He was anxious to begin operations at the facility so that <br />Parks Maintenance would not have to continue flattening the mounds. <br /> <br />In response to an inquiry by Commissioner Sullivan, Mr. Fulford noted that a network of <br />Pleasanton youth were recruited to design the BMX park, in the same marmer that the <br />skate park was designed. He noted that the kids were focused, skilled, and creative. <br /> <br />r-. <br /> <br />Mr. Fulford advised that they were self-insured, and that ABAG understood this use to a <br />certain level. He noted that City staff will have the final say as to how radical the jumps <br />and bumps may be. They did not want to damage their relationship with the consortium, <br />and may ask the kids to lower some of the jumps. He noted that, as with the skateboard <br />track, they had approached the insurance consortium with recommended minimums and <br />maximums, and then received their feedback. <br /> <br />Commissioner Arkin believed this was a good idea, and supported the proposal. <br /> <br />Chairperson Maas invited the EBRPD representative to discuss the water park. <br /> <br />Tom Nicholson, Assistant General Manager, EBRPD, noted that they were the landowner <br />of this site. They worked with the City's liaison committee to accommodate the <br />expansion of the waterslide, and the development ofBMX facility. He noted that EBRPD <br />was California Special District that plarmed and regulated their own property. They had a <br />planning process established by their Master Plan for all the park units. A land use plan <br />was adopted for Shadow Cliffs in 1989, and when new proposals came forward, such as <br />this recommendation, the land use plan must be amended. He described the history of the <br />land acquisition and the Master Plan, which included an already approved waterslide <br />plan. He noted that the expansion of the waterslide required additional parking for peak <br />periods.
