-

Commissioner Roberts expressed concern about the parking capacity and design, and
would like it to be both safe and convenient.

In response to an inquiry by Commissioner Arkin, Ms. Knudsen replied that the
waterpark would be operated by an independent management group hired by the
developer.

Commissioner Arkin noted that he liked the use, and added that he hoped it would be
similar to Hurricane Harbor, which was a high quality, family-oriented park.

Ms. Knudsen noted that they had surveyed several parks, and that they would like to
model the proposed park after Knott's Berry Farm, which had the clean lines and
excellent facilities. She noted that Hurricane Harbor was a very large park. They plarmed
to use a California Gold Rush theme in the waterpark. She added that a sand beach area
had been incorporated as well.

In response to an inquiry by Commissioner Arkin, Ms. Knudsen noted that there would
be plenty of unisex bathrooms and changing rooms. She noted that the bathroom
referenced by Commissioner Roberts was accessible from outside the gate, for people
waiting outside.

Commissioner Arkin noted that he looked forward to seeing a detailed design plan of the
waterpark.

,,-..

Ms. Knudsen noted that because the parcel was largely bowl-shaped, they needed very
few steel support structures.

Chairperson Maas noted that she had shown the drawings to some young people, and
they were very excited by the facility.

In response to an inquiry by Chairperson Maas, Ms. Knudsen replied that acoustical
studies had been performed, and had been submitted to the Park District. She added that
those results would be submitted as part of the application to the City. The materials
would be available for review.

In response to an inquiry by Chairperson Maas, Ms. Knudsen replied that there would be
plarmed landscaping.

Chairperson Maas noted that the waterpark appeared to be a quality project.

In response to an inquiry by Commissioner Arkin, Ms. Knudsen replied that they
anticipated opening on Memorial Day weekend of2004.

Mr. Nicholson addressed the appearance concern, and noted that they did not want high
visibility from the road. He noted that the park would act as a portal to the waterslide, and
__ that they did not want lights or amplified music that would be discernable from the road.

PLANNING COMMISSION MINUTES

September 11, 2002

Page 14
