-

Ms. Knudsen noted that the colors had not been selected yet, and added that there were
no neighborhood areas to the north of Stanley.

Commissioner Sullivan requested a visual simulation of the waterslide later in the
plarming process. He noted that the east side of Stanley would be developed eventually.

Commissioner Sullivan noted that the plan to take traffic off Stanley Boulevard seemed
sufficient.

Commissioner Sullivan noted that he would like the trees in the picnic area be retained.
Ms. Knudsen noted that the landscaping plan was still being developed, and that they
would try to retain as many trees as possible on-site. They may move less mature trees to
a location where they could grow to maturity.

Lynn Serber inquired how tall the concrete plant was behind Shadow Cliffs. She agreed
that the site should be developed, and believed the proposal would be very nice. She
noted that she and her family would enjoy the water park even more if it were a little
nicer. She believed this would be a very good use of the site, and she believed a tasteful
waterpark would make sense.

/"'"'

In response to an inquiry by Commissioner Sullivan, Mr. Nicholson replied that the site
was subject to lease negotiations with the waterslide developer. He added that the
economic feasibility of the waterpark was being evaluated by a consultant, and that there
must be an income stream from the property in order to accept 800 more vehicles on the
site. He was not sure how that would benefit the City, but he believed that would be
clarified as the process continued.

Mr. Nicholson advised that the applicant would purchase water from Zone 7. The well on
the site would not be used, because of previous significant shortages.

Commissioner Sullivan expressed concern about the safety issues, particularly the
number of children allowed on the slide at the same time. He noted that the Commission
must take a close look at the detailed plans to ensure that the use was appropriate for the
area.

Commissioner Roberts expressed concern about the colors, and did not believe the entire
park should have to be designed in extremely bright colors. She was initially irritated by
the too-bright blue, although that has faded over time. While the children's play
equipment was very safe and nice, she did not believe that every piece of equipment must
be a garish primary color. She noted that the architectural plan seemed to show one
unisex bathroom, and believed the applicants must re-examine that item. She did not
believe that was adequate. She liked the architecture, which she compared to Coney
Island. She was concerned with the shininess of the metal roof, which would be
extremely armoying to the homes in the hills. She suggested that the metal roof be muted.

.--

PLANNING COMMISSION MINUTES

September 11, 2002

Page 13
