<br />r <br /> <br />In response to an inquiry by Commissioner Sullivan, Mr. Nicholson confirmed that the <br />Park District would participate in the design of the park. They would condition the <br />operating agreement relative to certain design parameters and concepts, recognizing that <br />the detailed design considerations would be reviewed by City staff. <br /> <br />Commissioner Roberts noted that with respect to noise, that the Vintage Hills area may <br />be impacted and should be included in the noise studies. <br /> <br />Ann Weiskamp, EBRPD Director, agreed with many of the Commissioners' comments. <br />She believed that a fun design was possible without brilliant primary colors. She believed <br />the park should keep the flavor of the park, with greens, browns, and real things. She <br />noted that they were very concerned about neighbors' visibility impacts, and she believed <br />the project would be aesthetically pleasing. She noted that the EBRPD was an important <br />part of the City, and that they intended these recreational facilities to blend into the area. <br /> <br />The Plarming Commission recessed for a break at 9: 12 p.m. <br /> <br />Chairperson Maas reconvened the meeting at 9:23 p.m. <br /> <br />d. <br /> <br />PSP-3 and PUD-82-10-10M, Allen Roberts and Robert Grove <br />General Plan conformity determination, Vineyard Corridor Specific Plan <br />Amendment, and PUD development plan modification to reconfigure the lots <br />located at 24, 27, and 28 Grey Eagle Court and the City of Pleasant on's Bonde II <br />water tank property in order to relocate the lot and building envelope area at 24 <br />Grey Eagle Court to generally south of the water tank site, to develop general <br />design criteria for the new lot, and to expand the building envelope area for 28 <br />Grey Eagle Court. Zoning for the property is PUD-LDR/OS (Plarmed Unit <br />Development - Low Density Residential/Open Space) district and the Vineyard <br />Corridor Specific Plan. The Plarming Commission will also consider the negative <br />declaration prepared for the project. <br /> <br />;---- <br /> <br />Commissioner Kameny excused himself from this item. <br /> <br />Mr. Iserson summarized this staff report, and noted that there had been previous, <br />controversial plans for the development at 24 Grey Eagle Court, the most recent of <br />which were denied by the Plarming Commission. Since that time, the property owner, <br />Allen Roberts, and his neighbor, Robert Grove, had worked together to develop a new <br />plan which seemed to have resolved most or all of the previous issues. The current plan <br />involved a number of separate actions that the City needed to take to bring the proposal <br />about. <br /> <br />Mr. Iserson noted that the ultimate proposal was to merge 24 Grey Eagle Court with 28 <br />Grey Eagle Court. The southeastem portion of 28 Grey Eagle Court would be combined <br />with the southern portion of the City's water tank property, and the southem portion of27 <br />__ Grey Eagle Court to produce a new 24 Grey Eagle Court site.
