-

any questions. She noted that the landscaping plans were being drawn, and should be
submitted to the City next week. The landscaping plan called for the retention of trees
currently on the facility, and the possibility of moving some trees around the site to
improve the appearance of the parcel. She noted that there would be some cottonwoods,
and that there would be a natural barrier between the parcel and the adjoining
neighborhoods. The other landscaping would consist of flowering shrubs, rather than
haphazardly planted shrubs.

In response to an inquiry by Chairperson Maas, Mr. Nicholson replied that the current
users did not park on Stanley Boulevard to avoid fees, but because the park was full. He
noted that the park reached its 1,200 vehicle capacity about seven to ten days out of the
year. They needed the ability to improve the capacity of the site to handle traffic ingress
and access. Mr. Kierstead would have to size the expansion and nature ofthe existing
attractions to deal with the parking issue. Their evaluation determined that the park area
itself, including the De Silva parcel, could accommodate another 800 vehicles. Any
increased use would be accommodated by off-site parking. The District did not wish for
these parking facilities to accommodate users ofthe lake or the trails.

In response to an inquiry by Chairperson Maas, Mr. Nicholson replied that five to seven
days per year, they close the park entrance, and people would be able to walk in to the
park. This closure was coordinated with the Police Department.

.~

In response to an inquiry by Commissioner Roberts, Mr. Nicholson replied that they
would not pave the overflow parking. They did wish to control the dust, but the overflow
parking would be used three or four weeks out of the year after full buildout.

Mr. Nicholson displayed the proposed locations for the kiosks and waterslide parking.

In response to an inquiry by Commissioner Arkin, Mr. Nicholson replied that the
waterslide owners intended to be competitive in the region and would probably
advertised. The vehicle limit was set at 1,800 vehicles, and the occupancy limit would be
approximately 1,900 people. They were in the process of evaluating the effects of traffic
on Stanley Boulevard with City plarmers.

Chairperson Maas invited public comment. There were no speakers, although further
questions were welcome.

Commissioner Sullivan expressed concern about the origin of the water to be used in the
slides and other water attractions.

In response to an inquiry by Commissioner Sullivan, Ms. Knudsen replied that the
starting grade elevation would be leveled by several feet. The parcel where the higher
slides would be located had a thirty foot dip, which would reduce the visual impact of the
slide from the road. The slides and the towers would not be visible from the road. They
would also use trees as screening for those areas.

,.-

PLANNING COMMISSION MINUTES

September 11, 2002

Page 12
