<br />_ In response to an inquiry by Commissioner Kameny, Mr. Iserson noted that EBRPD was <br />a special district agency, and that the City had the land use authority. He noted that the <br />District must go through the City process as well. He added that both the City approved <br />the land use, and the District Board would amend their Master Plan. At that time, the <br />development process would return to the City. <br /> <br />A discussion of the land use authority ensued. <br /> <br />Mr. Nicholson noted that their job was to develop a land use plan consistent with the <br />Master Plan policies for the Regional Park District. Once that was approved by the <br />District Board, that would go through the full plarming review process. He added that <br />they intended to provide a wide range of recreational activities consistent with their <br />Master Plan goals, in order to serve the residents throughout the two county region. He <br />noted that 25% of the users of Shadow Cliffs came from outside the two county area. <br /> <br />Mr. Nicholson presented a PowerPoint slide show that described the layout and features <br />of the waterslide facility. <br /> <br />In response to an inquiry by Commissioner Arkin, some of the existing equipment would <br />be adapted, and some would be replaced and modernized. <br /> <br />.-.... <br /> <br />Mr. Nicholson noted that the waterslide was designed to fit within the context of the <br />entire park. He advised that the goals of the Plarmed Amendment were to: <br /> <br />1. Improve vehicle access to the site so that queuing up on Stanley <br />Boulevard is eliminated or significantly reduced. This would <br />provide better access and circulation throughout the park as a <br />whole; <br />2. The development of Remillard Road and Trail would provide <br />primary vehicle and pedestrian access to the waterslide. The new <br />entrance to the waterslide would be provided along Remillard <br />Road; <br />3. Overflow parking would be developed in the five to seven acres of <br />the De Silva property as needed, and the balance of the parcel <br />would be used for the BMX facility. <br /> <br />Mr. Nicholson referred to several maps ofthe site, and described the new kiosk locations <br />and parking locations. <br /> <br />Chairperson Maas expressed concern about the landscaping surrounding the existing <br />waterslide. Mr. Nicholson noted that the landscaping would be attractive and neat, and <br />that it would be addressed at a later time. He advised that the District was still in the stage <br />of determining whether the use was consistent with their Master Plan. <br /> <br />-- <br /> <br />Ms. Patricia Knudsen noted that she was Mr. Kierstead's assistant.
