He <br />believed that the City had reneged on building the bypass road, and that the Happy Valley <br />residents turned the armexation down because of the lack of the bypass road. <br /> <br />Mr. Wagner noted that TTK Corporation was to develop an additional twelve homes in <br />addition to the original thirty-four, and that Happy Valley Road would be closed so that <br />the traffic would be diverted to Alisal Street and Sycamore Road. He understood that a <br />large landowner wished to build another sixty homes on the flatland next to Alisal Street, <br />which would generate more traffic on Alisal Street and Sycamore Road. He noted that the <br />homes were close to the road on Alisal, and that Alisal and Sycamore were not suitable <br />for widening. He noted that there were fifteen golf courses in the area, with two new <br />courses plarmed in Dublin, and one plarmed in Fremont. He believed that the City was <br />intent upon installing the golf course because of the years and dollars invested in the <br />project. He noted that the $35 million to build the golf course was a bond issue and <br />borrowed money. He believed that the City should instead borrow $43 million to install <br />the bypass road first. He believed it would take a long time before the golf course could <br />repay the bond or its daily operations. He did not believe the golf course was needed by <br />the City. <br /> <br />,,- <br /> <br />C. Schliewe, 6330 Laura Lane, spoke in opposition to this matter. He expressed concem <br />about the possible loss of their rural lifestyle and the quiet environment. He noted that in <br />the past three years, the traffic generated by the construction had been constant and very <br />disruptive. He believed that the development has diminished his investment in his home, <br />and that he did not buy his home so that the character of the area could be changed. He <br />did not believe that the golf course was an important element to the neighborhood. <br /> <br />Kevin Close, 871 Sycamore Road, spoke in opposition to this matter. He agreed with <br />completing the bypass road before the building of the golf course, or of its opening. <br /> <br />Vince Barletta, President, Alisal Improvement Club, 6290 Laura Lane, noted that most of <br />their efforts had been directed toward City Council. He noted that the majority of the <br />residents were not against the golf course, and they had taken various polls to gather their <br />data. The residents did oppose any changes to the Specific Plan that that may eliminate <br />the upper Bypass Road. He urged the Commissioners and City to properly explore the <br />cost and feasibility of an upper Bypass Road. He noted that because of the appreciation of <br />retail sales value of the homes, the developers would be able to make more money than <br />when the project was first proposed. <br /> <br />Mr. Barletta noted that the residents were fearful of a density transfer ofthe Sportomo <br />property that was discussed in the June 4 staff report. He believed that would mean a <br />density increase. He noted that the Specific Plan called for two acres minimums on the <br />Loop, which the neighbors supported.
