<br />r <br /> <br />Commissioner Sullivan requested that the applicant work with staff to implement the <br />Green Building standards. Mr. Hoge noted that the current version was more proactive, <br />stating that "best efforts" would be used, and that the buildings would be PV-ready. <br /> <br />Chilli Barlow, 6723 Alisal Street, noted that her husband Orrin could not attend and read <br />his statement. They had owned their property since 1964, and had opposed piecemeal <br />armexation since then. They believed strongly that their neighborhood should remain <br />rural, and supported the Happy Valley Specific Plan. They were disappointed to hear the <br />City Manager state at a City Council meeting that the Bypass Road would probably not <br />be built. She believed that this armexation would greatly increase traffic on the roads, <br />which did not fit into the rural environment. She believed that the City's plans for the <br />roads have divided the community because they wished to use Happy Valley Road. <br /> <br />Ms. Barlow believed that if Alisal Street was widened, it would permanently change the <br />rural environment. Ten years ago, she had written to the City, requesting that their area be <br />off-limits for non-rural development, and that it remain strictly rural. She suggested that <br />Independence Road be connected to the Spotorno property, then east through the Foley <br />property, to Vineyard and south to Highway 84, which would bypass their area <br />completely. She did not agree with staffs recommendations, and asked that the non-rural <br />traffic be kept away from their rural area. <br /> <br />Vanessa Kawaihu, 871 Sycamore Road, noted that the City website listed the start time of <br />the meeting as 7:30 p.m., and that she and some of her neighbors had missed Mr. <br />r Rasmussen's presentation. She believed that New Cities' portion of the East-West <br />collector road would have an adverse effect on the City's ability to complete any bypass <br />or alternative road on the Spotorno property. She believed that would further hinder the <br />City's ability to mitigate any future traffic to Alisal, Sycamore, and Happy Valley Road. <br />She believed that the City was, in essence, considering developments ahead of other <br />developments being completed. She believed that without the City's development, or <br />without Spotorno in place before the Golf Course, Happy Valley would be impacted by <br />all the traffic. <br /> <br />In response to an inquiry by Chairperson Maas, Mr. Iserson replied that a portion of the <br />New Cities' bypass road must be constructed when the development started. <br /> <br />In response to an inquiry by Chairperson Maas, Mr. Jost noted that staff was currently <br />plan checking the project, and that it would be scheduled for City Council. He believed it <br />could be a matter of months. <br /> <br />Jerry Wagner, 6344 Alisal Street, spoke in opposition to this matter. He believed that the <br />City was rushing the approvals through when the thirty-day appeal period for armexation <br />had not yet expired. He noted that his attorney was writing an appeal to the armexation, <br />and if that appeal was successful, the armexation could be halted, or delayed until a <br />bypass road was built. He believed the City was not being decisive about the bypass road, <br />and he did not think there would be a bypass road.
