He added that those requests may be <br />added to the Conditions of Approval. <br /> <br />In response to an inquiry by Commissioner Sullivan, Mr. Rasmussen replied that the <br />Commission could condition the approval with a six-month study to aggressively seek an <br />alternative bypass road. The City Council would then give direction based on that study. <br /> <br />Mr. Iserson noted that the timing of the Final Map should be confirmed with Mr. Jost. He <br />added that conditioning the study of the Bypass Road as a serious, high priority item <br />could be done, but he did not believe that the timing of the Final Map would allow it to <br />Bypass Road brought before the City Council in a timely marmer. <br /> <br />Commissioner Sullivan wished to make a substitute motion. <br /> <br />r <br /> <br />Commissioner Sullivan moved to approve Vesting Tentative Subdivision Map 7162 <br />as recommended by staff, subject to Exhibit B, Draft Conditions of Approval, with <br />the following modifications: <br />. adding a condition that staff undertake a feasibility study of all potential <br />alternatives for a permanent by-pass road to the golf course prior to <br />completion of the project; <br />. directing staff to take an aggressive approach to completing the feasibility <br />study which shall take no more than six months to complete; <br />. requiring that no occupancy of the houses shall be permitted nor shall the <br />golf course open for business until the City Council makes a decision on the <br />issue of the by-pass road alternative, and once the decision is made, <br />construction of the by-pass road shall be expedited; and <br />. adding the two standard conditions regarding the requirements for green <br />building and making the houses photovoltaic-ready. <br />Commissioner Kameny seconded the motion. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSTAIN: <br />ABSENT: <br /> <br />Commissioners Kameny, Maas, and Sullivan <br />None <br />None <br />Commissioners Arkin and Roberts <br /> <br />Resolution No. PC-2002-55 was entered and adopted as motioned. <br /> <br />Commissioner Kameny wished to clarify that his original motion for denial was not due <br />to the dislike of either of the two projects.
