<br />r <br /> <br />Chairperson Maas moved to approve Vesting Tentative Subdivision Map 7162 as <br />recommended by staff, subject to the Draft Conditions of Approval. A condition <br />would be added regarding Green Building, and the addition ofPV conduits. A <br />condition would alert City Council to aggressively work on a serious solution to the <br />Bypass Road, rather than a temporary fix. There was no second. <br /> <br />The motion did not carry. <br /> <br />In response to an inquiry by Commissioner Kameny, Mr. Rasmussen replied that the <br />utilities would be extended the full length of Alisal Street in order for the application to <br />stand by itself without the golf course parcel. <br /> <br />Chairperson Kameny moved to deny Vesting Tentative Subdivision Map 7162 until <br />such time as there were suitable studies completed for an access road. <br />Commissioner Sullivan seconded the motion. <br /> <br />- <br /> <br />Commissioner Sullivan noted that his second applied to the golf course, and added that <br />he struggled with Finding # I. He noted that the spirit of the Specific Plan was that the <br />access road be in place from the beginning of the project. He noted that it was important <br />for the City to make an access road possible that did not impact the neighbors negatively. <br />He noted that two reasons to move ahead were the economic concerns of the applicant, <br />and the possible expiration of the permit. He understood the neighbors' concerns, and <br />that they did not want to lose the rural character of the area. He believed this project was <br />better than what the alternatives could be if something was developed by the County. He <br />noted that the establishment of a southern boundary would limit urban growth. He <br />believed that ultimately, this plan was a good one, and believed the temporary access <br />road could be explored. <br /> <br />Commissioner Kameny advised that he did not have a problem with the project itself, and <br />he liked the golf course idea. He did not wish to preclude the owners from developing <br />their property, and had a problem with the lack of a bypass road. He believed it was <br />important for staff to think outside the box on this project regarding the bypass road. <br /> <br />Mr. Rasmussen recommended that the Commission take action on the item tonight, and <br />that a condition may be added that a study be implemented with a six to nine month time <br />limit. He noted that a denial may terminate the plan, and negate the many years of work <br />on its development with the contractors and the property owners. <br /> <br />A discussion of the time limits ofthe project and the Bypass Road ensued. <br /> <br />Mr. Rasmussen advised that the project is consistent with the wording of the Specific <br />Plan, particularly regarding the Bypass Road and the temporary access. He noted that <br />page 49 of the Specific Plan stated that early construction of the Bypass Road was a high <br />priority. He read the specific text addressing this issue. He suggested that the project was <br />consistent with that wording, and that the findings can be made.
