.--

Building Permit not to take place until the infrastructure, including access to a public
street, was provided.

Chairperson Maas added that the Commission requested that the fee for Lot 6 be delayed,
and that staff would research that matter further.

Mr. McCurdy suggested taking the driveway off New Vineyard into Lot 6, but not
impacting the Hahner property or the trail.

Mr. Pavan noted that the Specific Plan spoke to not providing individual lot access onto
Vineyard Avenue. He noted that traffic patterns and speeds would make the applicant's
suggestion highly problematic. The purpose of the whole Specific Plan area was to
aggregate the lot access, and taking it out to Vineyard Avenue.

Mr. McCurdy noted that would not be a problem if Mr. Hahner cooperated, and that he
was unsure what would happen.

Chairperson Maas noted that staff may be able to provide some resolution to that problem
through the Specific Plan.

In response to an inquiry by Commissioner Kameny, Mr. Pavan noted that they could
study a possible land swap.

,--.

Commissioner Kameny thanked staff for their plarming and legal assistance in this
matter.

7. MATTERS INITIATED BY COMMISSION MEMBERS

Chairperson Maas noted that she did not feel good about the Ponderosa item, and added
that she did not care for the process of having the workshops through the City Council.
She added that it felt backwards, and was curious how the other Commissioners felt.

Commissioner Roberts noted that they had been invited to two workshop, and that one
was with the neighbors. She believed that since the Council had rescinded the last PUD,
they believed it was a special case to ensure that the neighborhood was involved. She
believed that it turned out well, but that the Commission should have been specifically
advised of the meetings.

Chairperson Maas hoped that a similar process did not reoccur, but if it did, she would
like the Commission to be specifically notified of the meetings so that they could attend.

Commissioner Arkin agreed with Chairperson Maas, and added that he was initially
angry when the City Council held the meetings without the Plarming Commission.
However, he noted that it did work, and that he was pleased with the end result. He would
have liked the Plarming Commission to be more involved.

---

PLANNING COMMISSION MINUTES

August 14,2002

Page 20
