--

Regarding Question I on page 6, Chairperson Maas favored following the spirit of green
building measures, because there was no ordinance specifically directing green measures.

Commissioner Arkin noted that if there were six lots, he would like the green building
measures to be tighter.

Chairperson Maas noted that she had spoken with Mr. Pavan regarding Question 2, and
that she found it difficult to tell someone how they should site their house to get the best
sun exposure. She added that there was no ordinance in place. Mr. Pavan described how a
roof could be sloped to take best advantage of the sun, and noted that photovoltaic panels
could be installed as well.

Chairperson Maas encouraged the applicant to use photovoltaic panels if it was feasible.

Commissioner Arkin noted that he would condition the house on Lot 6 to have
photovoltaic panels on the south side of the roof. Chairperson Maas noted that was not
required of any other house in this project.

Commissioner Kameny stated that he could not agree with that condition.

Chairperson Maas advised that there was a 2-1 consensus that photovoltaic panels should
be encouraged.

.--

Regarding Question 1 addressing landscaping and existing trees, the Commission
preferred 24-inch box trees.

Regarding Question 2 addressing trees located on private lots, the owner would need to
preserve these trees and would be instructed in that practice. The Commission agreed
with that requirement.

The Commission concurred with Question 3, regarding funds being paid to the City's
Urban Forestry fund.

The Commission concurred with Question 4, regarding native plant species being kept as
part of the historical landscape.

Regarding Question 5, the Commission agreed that the Homeowners Association or other
mechanism would be required to maintain the common areas.

The Commission concurred with the continued examination of noise issues, as detailed
on page 7.

In response to an inquiry by Commissioner Kameny, Mr. Pavan noted that the City
Council could make Lot 6 a buildable lot. Council could condition the issuance of the

.-

PLANNING COMMISSION MINUTES

August 14,2002

Page 19
