He noted that the increase in the square footage is <br />attributed to the lost of the balconies. He reported that with regard to the in-lieu parking <br />agreement, he is required to participate in the acquisition and development of up to 42 parking <br />spaces in a one-block radius, and the Alameda County Transportation Corridor is within this <br />area. <br /> <br />Mr. McColm advised that the original plan showed a clock in the tower, but this has been <br />eliminated because a clock never seems to hold the time. He further advised that stain glass with <br />a design similar to that used in the Rose Hotel would be installed in place of the clock. Mr. <br />McColm noted that the conditions of approval limit construction to 4:00 p.m. He asked if it <br />would be possible to extend construction hours to 5:00 p.m. He reported that the construction <br />would be staged off of West Angela. Discussion ensued regarding the construction hours. It was <br />noted that the 4:00 p.m. time could be due to the traffic issues in the Downtown. It was <br />suggested that stafflook at this matter. <br /> <br />Christine Kaplan, property manager for the Justice Land Company, 532 San Ramon Valley <br />Blvd., Danville, 94526, represented the Panda Restaurant. She advised that they are looking <br />forward to Mr. McColm completing the project. She stated that parking is an issue. She <br />reported that the Panda Restaurant has its own on-site parking and they consider this to be <br />customer parking. She suggested that the lack of parking could be addressed if the employees <br />were to park off of the main street. She noted that the railroad right-of-way would provide <br />appropriate parking for employees. <br /> <br />,-- <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Sullivan stated that he would like to see the applicant attend the May 151 LEED <br />workshop for commercial projects. <br /> <br />Commissioner Roberts moved to approve Case PDR-197, subject to the conditions of <br />approval in Exhibit "B," with the following modifications: allow construction until 5:00 <br />p.m., unless there is a significant reason to limit construction to 4:00 p.m.; the applicant <br />and staff shall explore using trellises or other ways of breaking up the southern wall rather <br />than faux windows; and the applicant and architect shall attend the May 1st LEED <br />workshop for commercial buildings.
