PDR-197, Larry McColm <br />Application for design review approval to construct an approximately 6,000-square-foot, <br />second-floor addition to the existing commercial building located at 350 Main Street. <br />Zoning for the property is Central Commercial (C-C), Downtown Revitalization, Core <br />Area Overlay District. <br /> <br />--- <br /> <br />Heidi Kline presented the staff report, providing an overview of the application and the history of <br />the approval for the second-floor. She noted that there are several changes from the previously- <br />approved design because of the revisions to the Uniform Building Code. She advised that <br />because Fire Code requirements do not allow the previously planned balconies on the south <br />elevation, the square footage of the second floor has increased slightly. She noted that Mr. <br />McColm has agreed to incorporate as many of the Green Building measures as possible. <br /> <br />In response to an inquiry from Chairperson Maas, Ms. Kline advised that the Fire Code changes <br />would not allow the opening to the previously-proposed balconies, and, therefore, the balconies <br />were eliminated and replaced with enclosed floor area space. She noted that faux windows will <br />be installed on the south elevation. <br /> <br />Commissioner Roberts stated that she has a problem with the fake windows on the south <br />elevation and would like to see something more definitive than just the drawing. <br /> <br />Discussion ensued regarding the use of faux windows and the distance of the building from the <br />property line. Commissioner Roberts questioned whether it would be possible to use trellises <br />rather than faux windows. <br /> <br />Commissioner Roberts requested information regarding potential parking lots that are proposed <br />within one block of the building. Ms. Kline referred to the Public Parking Lots figure included <br />in the staff report, noting that the area of benefit is shown on this exhibit. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />,'-- <br /> <br />Larry McColm, SOO Rockford Place, advised that he has owned the building for approximately <br />11 years. He described the history ofthe approvals for the construction of the second floor and <br />the process which he has followed thus far.
