<br />water and to hold back the peak flow before releasing it into City approved storm drain system. <br />/""' Mr. Grubstick provided clarification of the routing of the 230 KV line, confirming that it would <br />be along two sides of the project. <br /> <br />Commissioner Roberts questioned the designation of 40% of the parking spaces for compact <br />cars. Ms. Kline advised that the Code limits the number of compact parking spaces to 40%. She <br />noted that by converting regular spaces to compact spaces allows for one or two additional <br />spaces. <br /> <br />Commissioner Roberts stated that she is concerned about Condition #14 that limits large events <br />to only five times per years. She asked whether these events could be allowed until there is a <br />problem with the parking. Ms. Kline advised that the applicant did not think the need for <br />overflow parking would occur more than five times per year. <br /> <br />Commissioner Arkin advised that he wants the siding to be single individual planks. <br /> <br />In response to. an inquiry from Chairperson Maas, Ms. Kline confirmed that shrubs will be <br />planted at the entrance to the building on the court. Chairperson Maas advised that she feels this <br />will help break up the stark look about which she had expressed concern. <br /> <br />Commissioner Arkin moved to: (1) find that the project would have a de minimus impact <br />on the site's wildlife; (2) approve the draft Negative Declaration prepared for the project; <br />make the conditional use permit findings; and (3) approve Case PCUP-46/PDR-182, <br />.-. subject to the conditions of approval in Exhibit "B," with the additional conditions <br />requiring that all siding shall be single plank construction, and that a double row of shrubs <br />shall be installed on the west side of the building. Commissioner Kameny seconded the <br />motion. <br /> <br />Commissioner Arkin noted that he did not support some of the other buildings proposed for this <br />area because of the architecture, and he is pleased with the architecture of the building proposed <br />for this site. Commissioner Roberts advised that she is also very pleased with the architecture. <br /> <br />Commissioner Arkin stated that he is very pleased with the LEED certification that the applicant <br />is proposing. <br /> <br />Commissioner Sullivan stated that he thinks it is a great looking project and he also appreciates <br />the work that has been done on the LEED certification, noting that hiring a consultant is a great <br />idea. He advised that he has a problem with the 230 KV cable. He noted that this type of <br />underground cable has not been used very much, if at all, in the United States. He commented <br />that it has been used some in Europe and there is concern about explosion hazards from these <br />cables. He expressed his concern about the cable being installed along two sides of a site with a <br />church and school.
