<br />In response to an inquiry from Commissioner Sullivan, Mr. Barnard provided clarification ofthe <br />.r- information included in Table 1, which was attached to a letter from PG&E. Mr. Barnard <br />advised that he feels comfortable placing his children in the school on this site. Commissioner <br />Sullivan commented that for every utility study that says electrical magnetic fields (EMF's) <br />don't hurt you, there is another study that says that they may hurt you. <br /> <br />Commissioner Arkin stated that he believes the rationale that Mr. Barnard provided regarding <br />underground wires makes technical sense, and he agrees with that analysis. Commissioner Arkin <br />stated that they have reviewed several proposals for sites in this area and he is very pleased with <br />the architectural design of this building. <br /> <br />Chairperson Maas advised that she has a problem with figuring out which elevation is the front, <br />back, and side of the building, and she would like to see some definition. She suggested that <br />adding rock or trim would give it character. She also advised that she has a problem <br />distinguishing the entry of the building. Mr. Bamard reported that the building has several entry <br />areas and described the building elevations. Jeff Brenner, a member of the building committee, <br />described the trellises that will be used. Chairperson Maas commented that the building <br />elevation sheet which shows the north elevation, better depicts the design elements. She advised <br />that she understands the budget aspects, but it is the responsibility of the Planning Commission <br />to make sure a project is appropriate in every aspect. <br /> <br />r- <br /> <br />In response to an inquiry from Chairperson Maas, Mr. Bamard advised that phase 2 could be <br />constructed in five to ten years if the congregation has grown and the funding is available. He <br />further advised that in the interim this area of the site would be a lawn area and trees would be <br />installed. <br /> <br />In reply to a question from Commissioner Arkin, Mr. Bamard reported that the architect would <br />be providing the final details regarding the parking lot lighting fixtures. He noted that they will <br />have character and will be primarily downward facing to avoid light pollution. <br /> <br />Chairperson Maas asked for clarification as to whether a berm or planter strip would be installed <br />along Bernal. Mr. Barnard reported that the berm was originally discussed, but because the area <br />is so close to the sidewalk, there is not sufficient space to get a berm high enough to make it <br />practical. He advised that they will be using shrubs to help screen the parking lot. He noted that <br />some of the surrounding buildings have no berms or screening. He suggested that Commission <br />come up with something to screen those buildings. Chairperson Maas noted that there was <br />discussion that two rows of shrubs would be installed. Mr. Barnard advised that they could <br />discuss this with their landscape architect. <br /> <br />In response to an inquiry from Commissioner Roberts, Mr. Barnard provided clarification <br />regarding the proposed hours of usage of the facility. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />r- <br /> <br />Commissioner Sullivan asked for clarification regarding the drainage from the site.
