<br />r Heidi Kline presented the staff report, describing the proposed project. She provided an <br />overview of the building design details, building materials, colors, and landscaping. She noted <br />that the peer reviewing architect, Mr. Larry Cannon, advised that he believes the building is very <br />well designed. She further noted that the applicant has agreed to incorporate some modifications <br />to the plan to address the Mr. Cannon's comments. She advised that the architect has provided <br />the LEED checklist and will be attending the City's May 1 st Green Building Workshop for <br />commercial buildings. She further advised that the applicant anticipates achieving the LEED 26- <br />point certified rating. She presented information regarding parking requirements, noting that the <br />standard condition of approval has been included which would allow review of the parking issue <br />if it becomes a problem. <br /> <br />Ms. Kline advised that the staff planner received some remarks today from Commissioner Maas <br />concerning potential detailing that could be added to the building. She suggested that staff may <br />want to discuss modifications to the window detail and the possibility of including river rock or <br />cultured stone on the wainscoting at the base of the building and at the building entrance. <br /> <br />In response to an inquiry from Commissioner Roberts, Mr. Grubstick advised that the traffic <br />signal at the corner of Bernal and Vineyard is being installed now as a Capital Improvement <br />Project. He further advised that the signal at Tawny and Bernal is privately sponsored and will <br />probably be installed within the next nine months. Ms. Kline noted that this signal is being <br />installed by Mr. Auf der Maur. <br /> <br />".- <br /> <br />Chairperson Maas noted that Exhibit "A" includes the proposed times of use of the facility. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />John Barnard, 2304 White Oak Place, Livermore, represented the applicant. He noted that <br />members of the building committee are presented this evening and that they are all volunteers. <br />He advised that the proposal before the Commission is a culmination of an on-going four-year <br />project. He stated that they appreciate the comments made by Commissioner Maas regarding the <br />river rock and windows, however, he advised that the project is all privately funded. He further <br />advised that they are having to go back to the congregation for a third round of fund-raising to <br />try to make the project as currently proposed possible. He noted that the committee agrees with <br />the project's architect and the City's peer-reviewing architect that the facility is well-designed <br />and beautiful as is. Mr. Bernard commented on the parking, noting that they have a verbal <br />agreement with a member of the synagogue to use 30 additional parking spaces at the corner of <br />Del Valle Parkway and California if overflow parking is needed. <br /> <br />In reply to an inquiry from Commissioner Roberts, Mr. Bamard advised that the PG&E's <br />underground 230 KV line is a concern and they did extensive research on this issue. He reported <br />that the ISO-foot setback requirement in Title 5 is based upon overhead lines, as opposed to <br />underground lines. He further reported that the level of the magnetic field strength from the <br />underground line would actually be lower at the distance from the preschool playground than it <br />would be from a similar 230 KV overhead line at a distance of 150 feet. <br /> <br />".- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />April 24, 2002 <br /> <br />Page 4 <br />
