He noted that the architectural guidelines call for recessed windows on all of the <br />elevations, and Centex and Deleo are coming back to request that this requirement be deleted. <br />He advised that Greenbriar is not proposing recessed windows on all ofthe elevations. <br /> <br />Commissioner Sullivan stated that he would like to hear from staff on the changes that Centex <br />and Delco are requesting. Ms. Kline advised that staff has received several pages of changes <br />from Centex that they have asked staff to evaluate and provide feedback. She further advised <br />that any changes would come back to the Planning Commission for approval. <br /> <br />Discussion ensued regarding the process that was followed in the development of the <br />architectural design guidelines. Ms. Seto suggested that when this project comes before them <br />again it may be helpful for the Commission if the developer would list the areas which they <br />would like to see modified and the rationale behind those requests. Chairperson Maas <br />questioned why the design guidelines did not come before the Commission for consideration. <br />Ms. Kline advised that she would explore the process that was used for preparing the guidelines. <br /> <br />Commissioner Sullivan stated that it would be helpful to see the Centex elevations to be sure that <br />the vineyard villages are somewhat consistent. Commissioners Arkin and Maas concurred. <br /> <br />".... <br /> <br />Mr. Constanzo noted that with the proposed plan every house backs to open space or vineyards <br />and achieves one of the major goals of the design guidelines and the Specific Plan. He stated <br />that they are pleased with the site plan and it is the most prudent plan based on the constraints of <br />the site, and it balances the concerns of the Foleys. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Mary Roberts, 1666 Vineyard Avenue, noted that she is also speaking on behalf of The Friends <br />of the Vineyard, as she serves on the Board of Directors. She noted that her main concern was <br />the tremendous change in the site plan. She noted that with this proposed plan when you go <br />down the trail you will look at houses, rather than vineyards. She questioned the layout of the <br />vineyards, noting that a 32-foot turnaround is required for a tractor, and this is not an efficient <br />pattern. She noted that the estate lot is now located high on the hill and it is adjacent to the <br />hillside residential property next door which will have an entirely different design. She advised <br />that she objects to extending the vineyards into the blue oaks woodlands. She stated that she <br />feels the site plan is interfering with the objective of having ten acres of vineyards on this <br />property. She advised that she thinks the oak lands should be left as open space, even if this area <br />is calculated into the vineyard acreage. She commented that she also has a problem with the size <br />of the houses. She reported that the wetlands area use to be a lot larger and she does not know <br />why it has shrunk to the size it is shown as now. She questioned whether the well would have <br />sufficient volume to irrigate the vineyards and whether water would be supplied from Wente.
