be minimized. He noted that they anticipate visitors to the fairgrounds using the station, but the
r station would primarily serve the people living in this part of town.

Commissioner Arkin advised that he spoke with Mr. Brandes regarding the design aspects of the
project. Commissioner Arkin reported that he is fine with the usage, but he feels that the design
should have more brick or wood siding that would match the residential development that is next
door to it. Mr. Theobald stated that it would be possible to soften the look with additional brick.
Commissioner Arkin noted that he is concerned that the building looks like an office building
and it is very close to some homes. Discussion ensued regarding the design of the building.

Frank Brandes advised that he represents the bank that has financed the project and he is present
to answer any questions. He advised that it was never intended for the fast food restaurant or the
car wash to be open 24 hours. He further advised that the convenience store would only be open
through the window after either midnight or 1 :00 a.m., and that the service station will operate
24 hours.

Commissioner Kameny stated that he has always visualized 680 as a view corridor through
Pleasanton and if this project is approved this will be the first gas station that will have access to
680. He questioned the compatibility of the service station with the homes which are located in
close proximity. He noted that this is also a gateway to the City. Mr. Brandes noted that it is
also the last piece of property that is zoned in this part of town that can handle a facility such as
this.

r Commissioner Roberts asked if there is any possibility of expanding the convenience store to
make it more of a grocery store. Mr. Theobold advised that they have done this before and the
only difficulty is that the costs of items in the store will be a little higher. He noted that they
have had stores with as many as 2,300 different items. Discussion ensued regarding the potential
ofthe convenience store to serve the residents in the adjacent homes.

Blythe Wilson, 1340 Arnold Drive, Suite 110, Martinez CA 94553, requested input from the
Planning Commission on the architecture and what the Planning Commission would like to see
on this corner. He noted that they understand that this is a very prominent corner and they want
to create a site of which the City will be proud. He advised that in conversations with Mr. Pavan
and Mr. Cannon they have discussed the feasibility of creating a pedestrian access from the
residential area behind the site to the convenience store. He noted that they have exceeded the
parking requirement for the site in order to make it safer.

In response to an inquiry from Commissioner Kameny, Mr. Wilson advised that the main
building creates a buffer between the main activity part of the site and the residential
development. Mr. Wilson also advised that the car wash dryer has been situated on the street
side at the exit end of the car wash so that the majority of the noise will be projecting toward the
street.

In response to an inquiry from Chairperson Maas regarding the impacts that the lighting would
have on the residential area, Mr. Wilson provided comments on the proposed lighting features

r-

PLANNING COMMISSION MINUTES

March 27, 2002

Page 13
