Discussion ensued regarding the use of this driveway by <br />residents of the Bernal property. <br /> <br />Commissioner Roberts questioned the reference in the staff report that indicated that all elements <br />of the proposed facility would operate 24 hours per day. She stated that in her conversation with <br />Mr. Brandes, she understands that this is not really the proposal. Mr. Pavan suggested that Mr. <br />Brandes clarify the hours for the Commission. <br /> <br />Discussion ensued regarding traffic circulation and whether the location of the driveway <br />provides sufficient sight distance from Valley Avenue. <br /> <br />In response to a comment by Commissioner Kameny, Mr. Pavan advised that a service station is <br />an allowed use on this site, noting that the Specific Plan states that a service station is <br />encouraged. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />Weldon Theobald, 931 Hartz Way, Danville CA 94526, represented the applicant. He <br />introduced other individuals who were present and available to answer questions. Mr. Theobald <br />reported that they have met with staff on many occasions and taken much direction on the <br />project. He also reported that they have met with Mr. Cannon and they feel that he has had some <br />very good suggestions, some of which will be incorporated in the design. He stated that there are <br />r two areas to which they take exception, and those are issues related to the car wash and <br />compactness. He noted that the car wash is a valuable tool for today's service station. He <br />provided information regarding the water usage for the car wash, noting that recycled water is <br />used and the only fresh water that is used is 11-15 gallons in the final rinse, as compared to 50 to <br />75 gallons that are used when residents wash their cars in their driveways. He noted that the car <br />wash is not a traffic producer. <br /> <br />Mr. Theobald advised that they took direction from staff to design the project to look like the <br />office buildings that are planned for the property across the street. He presented the proposed <br />landscape plan, noting that 25% of the site is landscaped. <br /> <br />In response to an inquiry from Commissioner Sullivan, Mr. Theobald provided information <br />regarding the proposed canopy height. Blythe Wilson, the project architect, presented <br />information regarding height requirements in California to allow for semi-tractor-trailers to drive <br />under the canopies. <br /> <br />Frank Brandes, 6885 Corte Sonada, reported on the number and locations of gas stations in the <br />City, noting that there are five less service stations now then there were in 1971.
