r- Commission whether or not the applicant is making a good faith effort. Chairperson Maas
voiced support for Commissioner Sullivan's suggestion.

Chairperson Maas asked the other Commissioners if they would be willing to direct the applicant
to work with staff on more muted colors. Commissioner Roberts stated that she would like to
see another option on the colors. Commissioner Sullivan noted that the Commission did not
have an opportunity to review the colors until this evening.

Discussion ensued regarding the timing and possible options for rescheduling this item so that
the applicant would have the opportunity to prepare and present new color schemes.
Commissioner Harvey stated that he would like to see the context of the colors with the
surrounding buildings. Chairperson Maas noted that she would also like to see a rendering of the
proposed fire station. Commissioner Sullivan stated that he would want these materials prior to
the meeting to allow the opportunity for the Commissioners who want to visit the site to have
this information.

Commissioner Sullivan stated that he would be comfortable with placing a condition on the
project requiring the architect to attend the April 24 workshop and directing staff to help educate
the applicant. He further stated that he would be satisfied if there is an effort on behalf of the
applicant to put forth a best effort, and in staff's opinion the applicant has done everything to
make that good faith effort. He also suggested that the Planning Commission prioritize some
issues on which they feel the applicant should focus, such as having a portion or the entire roof
PV-ready.

-

Commissioner Arkin stated that he would like to know what it would take to have the building
LEED certified. He advised that he would like to see an analysis of the cost. Chairperson Maas
noted that LEED certification is not currently a requirement of the City. Ms Maier commented
that staff is trying to come up with thresholds for compliance in the ordinance. Chairperson
Maas noted that the proposed ordinance does not apply to this application.

Commissioner Sullivan suggested that staff could mark the scorecard indicating what would
need to be done to certify the building and those items could be reviewed with the applicant.
Commissioner Roberts stated that it would be interesting to compare this building to the rating of
the Peri dot building.

Ms. Kline reviewed other approaches and timing for responding to the items that the Planning
Commission has brought forward, noting that the item could probably be rescheduled for the first
meeting in April.

Chairperson Maas stated that she would hate to delay a project because of something that is not
an ordinance. She noted that she does not have a problem with continuing this matter to the next
meeting so that some alternative colors could be provided, visuals and photographs could be
prepared, and staff could have the opportunity to discuss with the applicant what they can and
will do with regard to the green building requirements.

r-

PLANNING COMMISSION MINUTES

March 13, 2002

Page 6
