r- square foot to approximately $4.50 per square foot. He noted that this is not a large amount in
that it would provide the opportunity for PV panel installation at a later time.

Commissioner Harvey noted that while it may not be cost effective today to install PV panels in
Pleasanton, he thinks that within the life of the building he is confident that it will be, and, in
fact, today, in other parts of the state, it is cost-effective.

Commissioner Sullivan suggested that the applicant work with staff at the workshop to
determine if it may be that they will only need to reinforce a portion of the roof. He commented
that they are talking about solar photovoltaics, not solar hot water, as the weight is with the hot
water panels and the PV panels are very light.

THE PUBLIC HEARING WAS CLOSED

In response to an inquiry from Commissioner Sullivan, Ms. Maier advised that the color
renderings provided reflect Mr. Cannon's suggestions for modifYing the colors. She also shared
a color board depicting the original colors and described the differences.

J-

Commissioner Roberts stated that she feels the colors on the building are inappropriate, noting
that the proposed building is across the street from the new fire station that has subtle colors.
She commented that the Council denied the Peri dot building because of the bright colors and she
feels the Council would not accept these proposed colors. Commissioner Roberts also voiced
concern about Mr. Cannon's comments regarding the building on the corner which she has
previously expressed dissatisfaction with because of the metal elements. She noted that there are
many buildings in Stanley Business Park that have fabric or fake fabric awnings that look much
softer.

Discussion ensued regarding the proposed color scheme and the colors which were originally
proposed. Ms. Maier noted that the applicant was responding to Mr. Cannon's comments when
he changed the colors.

Commissioner Arkin stated that he has a major problem with the applicant's response to the
green building issues. He advised that he would like to continue this item and have them go
back and come up with a better response to the green building issues, and, at the same time,
come back with photo simulations of different color schemes based on the Commission's
direction.

/'"

Chairperson Maas advised that they are asking current applicants to put forth their best effort.
Commissioner Arkin stated that he does not feel this has been done and he would like to see
them go back and do a better job. Commissioner Sullivan stated that he agrees with
Commissioner Arkin, in general, but after talking with staff today, he feels it is more of an
education issue and he thinks staff is committed to help educate the applicant. He also
acknowledged that the applicant is a smaller, local company that does not have the resources of a
large developer. He noted that the applicant is willing to attend the workshop and work with
staff. He advised that he would like to condition the project requiring the applicant to attend the
workshop and show a good faith effort of working with staff, and have staff report to the

PLANNING COMMISSION MINUTES

March 13, 2002

Page 5
