<br />,..- Commissioner Sullivan stated that he feels the applicant will be in a better position to do a better <br />job with the project after the training. He suggested bringing the colors back at the next meeting, <br />adding a condition requiring attendance at the workshop, having staff complete a LEED <br />scorecard to get a certified building, and using the card as a basis of review to see how they can <br />use their best effort to reach these items. He asked if it is possible to grant approval after the <br />colors are reviewed, while requiring them to complete the green building requirements with a <br />report back to the Commission prior to obtaining a building permit. Ms. Seto advised that staff <br />could prepare an informational report that the Planning Commission could review and accept <br />prior to the issuance of a building permit. She noted that it would also be possible to schedule <br />the matter as a public hearing, but the informational report process has worked favorably in the <br />past. <br /> <br />Commissioner Arkin asked for a comparison of the LEED score of the proposed building and the <br />Peridot building and a brief summary by staff as to the differences, to be provided at the next <br />meeting. <br /> <br />I~ <br /> <br />Commissioner Sullivan moved to approve Case PDR-167, subject to the conditions in <br />Exhibit "B," with the additional requirements that: <br />(1) the applicant attend the April 24 workshop; and <br />(2) staff shall complete a LEED score card indicating the items that in their opinion <br />need to be done for a building like this to reach a certified level to use as a <br />standard in conjunction with the workshop to work with the applicant to see what <br />they can do on a "best effort" basis to achieve the green building measures. <br />Commissioner Sullivan stated that he would like to see a focus on what can be <br />done to get the building PV-ready, recognizing that the entire roof does not need <br />to be reinforced. He also stated that he would like to see this information brought <br />back to the Planning Commission for approval at a public hearing prior to the <br />issuance of a building permit. <br /> <br />Commissioner Harvey commented that bringing this matter back as a public hearing would <br />probably expedite it, because if it were an information item that is appealed, it would delay final <br />action. <br /> <br />Chairperson Maas stated that she wants to be sure that they are not penalizing the applicant for <br />something that is not yet an ordinance. She stated that if they were to approve the project with <br />the condition that the applicant attend the workshop and work with staff to the best of their <br />ability and to their scale to achieve green building measures, she would be satisfied. She further <br />stated that she does not feel it is fair to require them to come back to a public hearing and to have <br />the issuance of a building permit hinge on the outcome of that hearing. <br /> <br />Commissioner Roberts commented that she does not see how they could submit plans until after <br />the April 24 workshop and the public hearing, because the structural requirements could change. <br /> <br />Commissioner Sullivan stated that he is satisfied with the best effort requirement, noting that it <br />would be nice to bring it back for discussion. <br /> <br />r- <br /> <br />March 13,2002 <br /> <br />Page 7 <br /> <br />PLANNING COMMISSION MINUTES <br />
