<br />r- Commissioner Maas amended the motion to make the certificate of appropriateness <br />findings required for demolition and approve Case PDR-121, subject to the conditions in <br />Exhibit "B," adding: <br />(1) a condition that the color board be reviewed by Heidi Kline to assure that the color <br />scheme reflects the direction of the Planning Commission and is in keeping with the <br />flavor of the neighborhood; and <br />(2) require the applicant to work with staff to incorporate the residential green building <br />guidelines into this project as feasible. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />r- <br /> <br />In response to a comment from Commissioner Arkin regarding the City's process for <br />determining whether a building can be demolished, Ms. Kline reported on the approval process <br />requirements and the committee that has been comprised to address this issue in the Downtown <br />area. She noted that staff could bring the staff policy forward for review and discussion. <br />Commissioner Arkin stated that he would like to see a more crisp standard, as he is concerned <br />about setting up a belief in the community that if you let your real estate fall apart by not caring <br />for it, that eventually the City will let you tear it down. Ms. Seto commented that the draft <br />historic preservation ordinance provided for a special hearing before a property with a historical <br />designation is torn down. Chairperson Maas suggested that a report card be completed to <br />determine whether a structure can be torn down. Commissioner Arkin stated that the idea of a <br />scorecard is something he would support. Commissioner Roberts commented that the <br />Commission needs to keep in mind that whenever a property is bought for speculative purposes <br />there is no incentive to maintain it. <br /> <br />Commissioner Harvey advised that in the case of this house he can imagine two houses being <br />built in the 1920's, one built the way this one was built, and one built to last 200 years. He stated <br />that from what he has seen of the houses on Spring Street, they were not necessarily constructed <br />to last a long time and were built with different quality standards.
