r receive the same type of public attention they would receive if they went on to the City Council;
and, therefore, these houses may disappear without the community being aware of the situation.

In response to an inquiry from Commissioner Roberts, Ms. Kline advised that staff is working on
the issue ofMr. Chestnut's fence.

Commissioner Roberts commented that when three of the Commissioners toured the Centex
Home's 21st Century House, she heard that if the City requires the construction of homes to
surpass the State Uniform Building Code the City must prove that it is different. Ms. Seto
advised that this is an issue that has been raised by representatives of the Home Builders'
Association. Ms. Seto provided additional clarification, stating that in reading the law, she does
not see a conflict, and she will be reviewing some language that is being prepared by the
Alameda County Waste Management Authority's legal counsel.

Commissioner Sullivan commented that three of the Commissioners visited the Centex house in
Livermore. He reported that Centex is attempting to build a net-zero energy house. He further
commented that the costs to do the things to achieve the net-zero energy for this home was about
$20,000 to $30,000 more than not doing these things. Commissioner Roberts noted that the
energy usage and efficiency of this house will be monitored by U.C. Davis. Commissioner
Sullivan advised that he hopes when Centex constructs homes in Pleasanton that they will bring
some ofthis knowledge to these homes.

r-'-

Commissioner Maas stated that she wants to be sure that the scale of the project is considered in
the preparation of the Green Building Ordinance.

8. MATTERS FOR COMMISSION'S REVIEW/ACTION

a. Future Planning Calendar

Discussion of the April 10, 2002 Planning Commission meeting date.
Chairperson Maas noted that the Planning Commission has been invited to attend a
roundtable discussion hosted by the City of San Ramon on Apri11 0, which is the same
date as the regularly scheduled Planning Commission meeting. The Commission agreed
to reschedule its meeting to April 9. It was agreed that Chairperson Maas and Vice
Chairperson Kameny would make a brief presentation on some of the issues that are
being addressed in Pleasanton.

---

Commissioner Sullivan reported that he understands the W. Las Positas Interchange
Community Advisory Committee recommendation report and minority report have been
completed. He asked about the process for review ofthese documents by the Planning
Commission. Ms. Kline advised that the document will be provided for review prior to a
presentation being made to the Planning Commission. She noted that it is likely that this
will be scheduled for the April 9 meeting, but may not be heard until April 24, as staff is
also scheduling the new 2001 Baseline Traffic Report for review. Ms. Kline confirmed
that after the Planning Commission comments on the W. Las Positas report it will go on
to the City Council.

PLANNING COMMISSION MINUTES

March 13,2002

Page 14
