<br />__ Commissioner Sullivan advised that he feels if someone buys a house in a neighborhood like this <br />that carries historical significance it carries additional responsibilities to maintain it. He noted <br />that he does not feel it is too late to preserve these homes. <br /> <br />Commissioner Roberts stated that she agrees with Commissioner Sullivan to a certain extent, and <br />while she would like to preserve this house, she knows that by the time they try to rebuild it, they <br />will be basically tearing it down. She noted that she understands the reason for enlarging the <br />house to accommodate commercial office space. She stated that she supports staff s <br />recommendation that there should be a shared parking lot. <br /> <br />Commissioner Harvey noted that the project is conditioned to have a reciprocal easement, but <br />that they heard the applicant say that as a practical matter they would not support it and that none <br />of the other property and business owners will support it or honor it, so it seems to him that it <br />will not work, even if it is conditioned that way. <br /> <br />Commissioner Maas moved to make the certificate of appropriateness findings required for <br />demolition and approve Case PDR-121, subject to the conditions in Exhibit "B," adding a <br />condition that the color board be reviewed by Heidi Kline to assure that the color board reflects <br />the direction of the Planning Commission and is in keeping with the flavor of the neighborhood. <br />Commissioner Arkin seconded the motion. <br /> <br />Chairperson Maas stated that she supports staff s position with regard to the parking and the <br />windows. <br /> <br />r- <br /> <br />Commissioner Arkin asked about applying green building measures to this project. <br />Commissioner Roberts advised the condition requires the applicant to work with staff on this <br />matter. Commissioner Arkin questioned whether it would be possible to make the building <br />LEED certified, in that this will be a commercial building, in addition to maintaining the exterior <br />of the building in keeping with the neighborhood. <br /> <br />Commissioner Sullivan stated that the building is basically a house that will have a business <br />operation, and the Alameda County Waste Management residential guidelines are more <br />appropriate for this structure. He suggested that the applicant work with staff on the residential <br />guidelines. <br /> <br />Commissioner Harvey stated that he feels that the energy efficiency of the new construction will <br />be a big step above the existing residence, and that this is only one structure.
