<br />r- <br /> <br />Commissioner Arkin referred to the letters received this evening and asked if staff feels the <br />points cited in the letters have merit. Mr. Kishi advised that the question goes back to whether <br />the lot share chart is really a driving limitation. He noted that staff believes the NSSP focuses on <br />density. Mr. Kishi further advised that staff acknowledges that there are still issues that will <br />need to be resolved as part of the PUD development plan. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />Russ and Betty Moreira, 558 Sycamore Road, advised that they have been involved in the <br />development of the North Sycamore Specific Plan and the development of the Greenbriar <br />property. Mrs. Moreira reported that they donated a portion oftheir property to the City for the <br />development of Sycamore Creek Road, which reduced the size of their property. She advised <br />that their property is located next to the Greenbriar models. She commented that their existing <br />home is outdated, and they have determined that they should demolish their home and the out <br />buildings, which would allow a .75-acre parcel accessed from Sycamore Road and three <br />approximately .50-acre parcels off of Sycamore Creek Road. She noted that this would allow <br />new development of the property and bring the standards up to those of the surrounding area. In <br />response to an inquiry from Commissioner Kameny, Mrs. Moreira advised that the property is <br />not currently on the market, but it was and they were unable to sell it, and they finally <br />determined that it is to everyone's benefit to subdivide. <br /> <br />Deanna Robinson, 544 Sycamore Road, advised that her property is next door to the Moreiras. <br />She stated that she supports the 4-lot plan and there is sufficient space to provide a driveway <br />r- wide enough for two cars along the side of her front yard. <br /> <br />Berni Hafker, 565 Sycamore Creek Way, advised that his property is located on the west side of <br />the Moreiras. He stated that he agrees with Mr. and Mrs. Moreira's plan to demolish their <br />existing home and divide their property into four lots. He reported that Greenbriar has lots that <br />are less than 12,000 square feet. Mr. Hafker commented that he does not feel agricultural lots <br />between residential development works. <br /> <br />Katja Kamangar, 7509 Stoneridge Drive, represented Greenbriar Homes. She asked that the <br />Planning Commission recommend to the staff and the applicant that they move forward with the <br />3-lot plan. She noted that during the processing of the Greenbriar Homes application it was <br />never discussed or suggested by City staff or anyone else that the parcels that received the <br />density in the Specific Plan would be allowed to be increased. She further noted that Greenbriar <br />Homes had proposed an increase in the density of the parcel originally owned by the P1easanton <br />Unified School District to help reduce the financial impact of the backbone infrastructure, and <br />staff indicated that they did not believe the Plan allowed this. She commented on the proposed <br />location of the driveway off the collector road that would provide for access to three lots, noting <br />that it would be located behind the Greenbriar homes, and this would be of concern because <br />some or most of the trees that they were required to plant would have to be removed. She noted <br />that they would also like to see a visual analysis for the 4-lot proposal, as well as a traffic study <br />to analyze whether this is the appropriate place to connect to the collector road.
