<br />was to increase the number of lots and are, therefore, requesting that the Planning Commission <br />r- recommend the 3-10t plan. <br /> <br />Mr. Moreira noted that Greenbriar Homes suggested the water and sewer connections for the <br />Moreiras' property come from Sycamore Creek Road, as this is a shorter distance and less <br />expensive. He also noted that Greenbriar Homes recommended that the driveway be in the <br />location shown on the proposed 4-lot plan. Mrs. Moreira noted that the trees were planted <br />because the model homes overlook their bedroom and bathroom. Mr. Moreira advised that <br />Greenbriar Homes built a nine-foot fence to screen the views from the two-story model home <br />which was constructed next to their home, but there are still issues with visibility into their home. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />In response to an inquiry from Commissioner Sullivan, Mr. Kishi advised that the 3-lot plan does <br />not preclude the Moreiras from demolishing the house and rebuilding it. <br /> <br />In response to an inquiry from Chairperson Maas, Mr. Kishi provided clarification regarding the <br />access to the lots for both plans. Discussion ensued regarding the driveway locations. It was <br />noted that the driveway locations could be modified. <br /> <br />,.r- <br /> <br />Commissioner Kameny stated that while he recognizes the letters of opposition from the new <br />homeowners who have resided in the area for three or four years, he also looks at those who have <br />lived in the area for 20 plus years. He further stated that staff basically says that there is no <br />impact to the area if an additional lot is included. He noted that this would also add an additional <br />lot share. He advised that he would be supportive of the 4-10t plan. <br /> <br />Chairperson Maas stated that she looks at the situation as a matter of being flexible. She noted <br />that the Specific Plan allows for interpretation on a case-by-case basis, and she does not see <br />anything wrong in this case with adding one lot. She commented that the Moreiras are only <br />looking for one lot, and for all the right reasons. She expressed her surprise at Greenbriar <br />Homes' opposition. She noted that she feels the driveway issue can be resolved between the <br />Moreiras and Greenbriar Homes, and she would have no problem with directing staff to look at <br />increasing the project to four lots. <br /> <br />Commissioner Roberts stated that the Greenbriar development, as well as the Amber Lane and <br />Diamond Court development, has changed this area and it is no longer rural. She expressed <br />concern about the driveway, but feels this issue can be resolved. She noted that this development <br />will not be very visible from Sycamore Road and that is the road that is suppose to be maintained <br />as rural. She stated that she is pleased that the lot fronting Sycamore Road would be larger in the <br />4-10t plan, and if the project were continued with only 3 lots, it would be beneficial to keeping <br />that lot larger. Commissioner Roberts advised that she feels it is unfortunate that the Specific <br />Plan is not clear, but she does recall removing lots from the New Cities Development plan <br />because the number of lots was not appropriate. She expressed concern that whether they <br />proceed with a 3-lot or 4-lot plan, there will backs or sides of houses against fronts of houses, <br />and that is where the fence arguments occur.
