<br />r <br /> <br />from Mary Green who resides at 386 Sycamore Road. He stated that while she had no specific <br />objection to the Moreira's proposal, she did not want to see neighboring lots exceed assigned <br />densities. <br /> <br />In response to an inquiry from Commissioner Kameny, Mr. Kishi advised that both the 3-lot and <br />4-lot plans meet the densities, the minimum lot sizes, and development standards of the NSSP. <br />Mr. Kishi provided clarification regarding the infrastructure cost lot shares in the Specific Plan <br />and how density is determined. He noted that the Moreira's are considering demolishing the <br />existing house to achieve three LDR lots. Discussion ensued regarding lot shares and potential <br />lot sizes for this development and that of the surrounding properties. Commissioner Kameny <br />commented that a 4-lot plan would be compatible with the lot size of the adjacent properties and <br />the fourth lot would provide a share of the infrastructure. <br /> <br />In response to an inquiry from Chairperson Maas, Mr. Kishi advised that based on the chart <br />presented in the staff report, staff feels the 4-10t plan meets the standards provided in the Specific <br />Plan. Chairperson Maas referred to the information provided in the "Lot Shares for <br />Reimbursement" chart and asked if "lot shares" can be equated to the number of "lots." Mr. <br />Kishi reported that the infrastructure cost lot shares are created once the property is subdivided. <br />Commissioner Roberts noted that the North Sycamore Specific Plan is different than the <br />Vineyard Corridor Specific Plan, in that the NSSP does not assign a specific number oflots to <br />individual properties. Ms. Kline noted once the actual costs are determined for area wide <br />improvements, staffwill amend the total lot shares to reflect the actual number of units received <br />by New Cities Development, which will result in an increase in cost for each lot share because <br />r- New Cities Development has 20 fewer units than originally shown in the lot shares chart. <br /> <br />Commissioner Kameny asked what the negative effect would be if the fourth lot is allowed. Mr. <br />Kishi replied that staff does not believe there would be a cumulative impact because at the time <br />the Plan was developed it was based on New Cities receiving 69 lots, and the infrastructure, <br />schools, services, and utilities were planned for the maximum number, and the number of lots in <br />the Plan area is now less than anticipated. <br /> <br />In response to an inquiry from Commissioner Sullivan, Mr. Kishi advised that if the Moreiras <br />remain in their existing house, they would not have to pay a lot share for that lot unless they <br />construct a substantial addition; therefore, with a 3-lot plan, they would have to pay two lot <br />shares (one for each new lot). He further advised that if they demolish their house and receive <br />approval for a 3-10t plan, they would be obligated for three lot shares. <br /> <br />Commissioner Roberts asked if the Greenbriar houses that back to Sycamore Road are on one- <br />acre parcels. Mr. Kishi advised that, in general, they are close to one-acre lots. He commented <br />that the original school district property was guaranteed a certain number of lots and that affected <br />the lots sizes. <br /> <br />In response to an inquiry from Commissioner Roberts, Mr. Kishi advised that while the Burton <br />and DeGarmo properties are less than one acre, they are allowed one residence. <br /> <br />r' <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />February 27, 2002 <br /> <br />Page 4 <br />
