He noted that he is open <br />r- to any ideas for improvement. <br /> <br />Discussion ensued regarding the photomontages that have been provided and the craftsman <br />architectural style, and the proposed colors. <br /> <br />Gary Prince, 416 Walnut Drive, stated that he supports the project, noting that it fits with what <br />the City wants to do with adding some reasonably priced housing. He stated that it would also <br />increase the value of surrounding properties. He advised that he is not concerned about the <br />parking and commented that the City has the opportunity to add parking Downtown behind <br />Cole's market in the right-of-way. He stated that this project will protect the Kottinger Barn, <br />particularly in regard to the extension of Railroad Avenue. He advised that he feels the proposed <br />project will fit well into the Downtown. <br /> <br />Don Mendez, 218 Ray Street, stated that he wants to build and reside in his home in the <br />Downtown. He commented on his involvement in the Community. He advised that some of the <br />second floor area will be used for storage. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Roberts moved to approve Case PDR-l72, subject to the conditions in Exhibit <br />"B," with a modification requiring that the garages be maintained for the parking of vehicles and <br />not be used for storage. Commissioner Arkin seconded the motion. <br /> <br />r- <br /> <br />Commissioner Sullivan stated that he agrees that there are a lot of stucco craftsman houses, but <br />he thinks most of them are small, one-story houses. Chairperson Maas suggested that the <br />Planning Commission recommend that the use of window treatments be explored to add some <br />design features. Discussion ensued regarding the possibility of involving a peer reviewing <br />architect and the costs associated with that. <br /> <br />Commissioner Arkin advised that he thinks the project has a lot of benefits, and while he has <br />some concerns about the architecture, he does not know how to rectify them. There was <br />agreement that the architect could work with staff at exploring some additional architectural <br />treatment around the windows. <br /> <br />Commissioner Sullivan noted that this will be a fairly large building next to the Kottinger Barn. <br />Commissioner Roberts noted that the Kottinger Barn is located at the backside of this site. <br /> <br />Commissioner Sullivan voiced support for the mix use, and the opportunity for Downtown <br />housing. <br /> <br />r- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />February 13, 2002 <br /> <br />Page 9 <br />
