Policies. and Programs portion of the Draft <br />Housing Element of the General Plan <br /> <br />Jerry Iserson presented the staff report. He advised that the document provided for the <br />Commission's review this evening reflects the direction regarding revisions and modifications <br />recommended at the joint meeting with the City Council on November 15. He described the <br />process that has been followed in the development of the docwnent, noting that the Housing <br />Element Task Force approved the changes by consensus. He further noted that the Housing <br />Commission has also approved the changes at a recent meeting. <br /> <br />Mr. Iserson described the major substantive revisions that were made to the document based on <br />the direction at the joint workshop, as well as the substantive changes that are suggested by staff. <br />He noted that staffhas also suggested some language and organizational changes to the <br />docwnent for clarification. <br /> <br />Mr. Iserson commented on the results of the staff s research on the effects of Measure D on the <br />Housing Element Update. He noted that most of Measure D's housing goals appeared in the <br />Draft Housing Element Goals, Policies, and Programs docwnent, with the exception of the policy <br />which requires that affordable housing units within a residential development to be dispersed <br />throughout a development. He noted that staff then made this change. He reported that this <br />modification was made after the Housing Element Task Force took action on the docwnent, so <br />they did not see this change.
