<br />that the below-market-rate units should be dispersed throughout developments. Mr. Iserson <br />r- advised that it was discussed at the Housing Element Task Force meeting that this could be in <br />contradiction to a Federal tax-credit program, however staff was able to address this issue in the <br />Promenade apartment project and feels there are benefits to dispersing the units throughout the <br />development. Mr.lserson stated that staff would still recommend maintaining this policy with a <br />modification clarifYing that this is limited to family units, and would not pertain to senior units. <br /> <br />Mr. 1serson advised that this item is scheduled for review by the City Council on March 5 and <br />then staff would finalize the text of the Draft Housing Element for submission to the State for its <br />review. He noted that following the State's review and the response to the State's comments, the <br />Housing Element will then be reviewed by the Task Force, Housing Commission, and Planning <br />Commission, and submitted to the City Council for adoption. <br /> <br />In response to an inquiry from Commissioner Kameny, Mr. Iserson advised that the numbers <br />shown in Program 16.3 reflect ABAG's numbers for P1easanton's regional housing allocation. <br /> <br />In response to Commissioner Robert's inquiry regarding the Task Force's discussion concerning <br />the rezoning of other properties, Mr. Iserson stated that Policy 43 states that a study of non- <br />residential properties shall be completed for consideration of rezoning to residential uses. He <br />noted that the one-year time frame for completing the study was a recommendation of the State <br />and HCD. <br /> <br />r- <br /> <br />Commissioner Arkin asked if the Planning Commission could postpone this item until its <br />recommendations for revisions are completed in the document. Mr. Iserson advised that staff <br />would recommend that if the Commission has changes this evening, that those recommendations <br />be included in the record and forwarded to the Council, rather than modifYing the actual <br />document or postponing the matter. <br /> <br />Discussion ensued regarding the housing unit numbers recommended by ABAG and how other <br />cities are complying. Chairperson Maas referred to Program 16.3, noting that the key word in <br />this phase is "Strive," and the program does not state that it is mandatory. <br /> <br />Commissioner Sullivan asked for clarification regarding the process that is being followed. Mr. <br />Iserson advised that this is not the official Housing Element public hearing. He further advised <br />that the Planning Commission will have the opportunity to review the Housing Element which <br />will include these goals, policies, and programs. He noted that the City Council appointed the <br />Task Force to develop this document and some changes have been made as a result of the <br />direction given at the workshop. Mr. Iserson advised that the process is to move forward the <br />Task Force's document along with comments for the City Council's consideration. Discussion <br />ensued regarding the review process of this document. <br /> <br />Ms. Seto advised that staff is trying to meet a timing requirement that has been set by State law. <br />She advised that, technically, the Planning Commission could table this matter for further <br />discussion if it desires, but staff could take this item on to the City Council without the Planning <br />Commission's recommendations on this draft, and when the final Housing Element is complete it <br />would be brought before the Planning Commission for recommendation. <br /> <br />---- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />February 13,2002 <br /> <br />Page 12 <br />
