Chairperson Maas stated that she does not have a problem with the additional square footage, but <br />she does have a problem with the massive piece in the front, and questioned whether it could be <br />placed in another location. She also stated that she understands the position of the Tiffany Lane <br />homeowners. Mr. Kishi advised that this may affect vehicle circulation behind the building. <br /> <br />Discussion ensued regarding the setbacks for the building, driveway requirements, and the <br />proposal for landscaping along the driveway. Chairperson Maas stated that she wants to be <br />reassured that the landscaping will be sufficient to soften the view of the addition. <br /> <br />Commissioner Sullivan stated that he does not want to see the expansion moved to the back <br />because of the impacts on the neighbors. <br /> <br />Commissioner Roberts recommended that the two parking spaces in the front area adjacent to the <br />expansion be removed, and landscaping be installed in that area. <br /> <br />Commissioner Roberts commented that when she visited the site around noon there were a lot of <br />people with small children, and because of safety issues, these people should be required to park <br />in back to pick-up these children. <br /> <br />-- <br /> <br />Commissioner Roberts moved to (1) find that the project would not have a significant effect <br />on the environment and approve the draft Negative Declaration; (2) find that the project <br />qualifies as a de minimus impact project; and (3) make the conditional use permit findings <br />listed in the staff report and approve the conditional use permit subject to the conditions <br />shown in Exhibit "8.1," Commissioner Arkin seconded the motion. <br /> <br />Discussion ensued regarding the placement of "no parking" signs on the street to discourage <br />school and church parking. Ms. Seto advised that the enforceable method would be to <br />implement a parking permit program, to which many residents object. Commissioner Sullivan <br />stated that he would like the Commission to recommend that "courtesy signs" to control parking <br />in the neighborhood be installed. Ms. Seto stated that staff could bring this item to the Traffic <br />Committee and minutes from the Committee's discussion could be provided to the Planning <br />Commission. <br /> <br />Commissioner Sullivan suggested that the parking ministry be utilized for all major events <br />where it is anticipated that the parking lot will be 80% full.
