Zoning for the property is P (Public and Institutional) District. The Planning Commission will also consider a negative declaration prepared for the project. Eric Kishi presented the staff report, providing an overview of the proposal for the site improvements and the requested modifications to the existing conditional use permit. He noted a correction to condition #5 of the proposed conditions of approval, stating that the City Council approved hours of operation for the preschool currently in effect are 9: 15 a.m. to 11 :30 a.m. and 9:45 a.m. to 11:45 a.m. for session 1, and 12:30 p.m. to 3:00 p.m. and 12:45 p.m. to 3:15 p.m. for session 2, and the applicant is not proposing to change them. Mr. Kishi reviewed the parking currently available on the site and the proposal to add 30 parking spaces. He reported on the parking requirements and how parking issues have been addressed. He advised that comments have been received from surrounding neighbors regarding parking, in particular the parking of vehicles in residential areas. Mr. Kishi reported on actions that the church has taken to address these concerns. He presented information regarding the traffic and circulation.
