Ms. Seto noted that with the consent of the appellant, the Commission would not need to <br />open the public hearing on this item and continue it. Commissioner Sullivan, the appellant, <br />agreed to the continuance. <br /> <br />b. PDR-I04/PCUP-25, Valley Community Church <br />Application for design review approval for a first- and second-story addition totaling <br />approximately 13,186 square feet to an existing church and for a modification to an <br />existing conditional use permit for church activities and a pre-school at 4455 Del Valle <br />Parkway. Zoning for the property is P (Public and Institutional) District. The Planning <br />Commission will also consider a negative declaration prepared for the project. <br /> <br />Eric Kishi presented the staff report, providing an overview of the proposal for the site <br />improvements and the requested modifications to the existing conditional use permit. He noted a <br />correction to condition #5 of the proposed conditions of approval, stating that the City Council <br />approved hours of operation for the preschool currently in effect are 9: 15 a.m. to 11 :30 a.m. and <br />9:45 a.m. to 11:45 a.m. for session 1, and 12:30 p.m. to 3:00 p.m. and 12:45 p.m. to 3:15 p.m. for <br />session 2, and the applicant is not proposing to change them. Mr. Kishi reviewed the parking <br />currently available on the site and the proposal to add 30 parking spaces. He reported on the <br />parking requirements and how parking issues have been addressed. He advised that comments <br />have been received from surrounding neighbors regarding parking, in particular the parking of <br />vehicles in residential areas. Mr. Kishi reported on actions that the church has taken to address <br />these concerns. He presented information regarding the traffic and circulation.
