She recommended allowing Mr. <br />r- Roberts to make the house more proportionate with the surrounding houses and to see if it can be <br />reduced to fit more closely with the 660-foot elevation. She advised that if that cannot be <br />accomplished, she would recommend that the Commission support Commissioner Roberts' <br />suggestion to lower the garagelkitchen section of the house to the 660-foot elevation. <br /> <br />Commissioner Arkin commented that he thinks that Mr. Grove has no objection to the height of <br />the house in the "northern zone." He further commented that while the Bentleys' object to the <br />view of the house from their entryway, most people have views of other homes and automobiles <br />when they walk out their front door, so he does not feel the height in the northern zone is an <br />issue. He advised that he would not want to see any consideration given to the views from the <br />Grove's front yard, as he thinks this issue has no weight in the matter. <br /> <br />Commissioner Roberts stated that the elevation on the northern part of the house is not an issue <br />and to move the whole house into the northern part of the lot would require a complete redesign. <br /> <br />Commissioner Arkin moved to uphold the appeal with recommendations to the applicant as to <br />what the Planning Commission would like to see in the proposal for the house. These include: <br />(1) the section of the house closest to the Groves (south of the line depicted on the "Story-Pole <br />Locations" exhibit) be lowered to 660 feet; (2) appropriate landscaping be provided to the <br />Schmidts and the Bentleys; and (3) construction be limited to Monday through Friday. <br />Commissioner Sullivan seconded the motion. <br /> <br />/"" <br /> <br />Commissioner Sullivan advised that he did not see any green building requirements included for <br />the house and he feels these should be included. Chairperson Maas stated that she would support <br />this as a recommendation, but she would not want to make this a condition of approval. <br />Commissioner Sullivan stated that additional grading will probably be needed to get the house to <br />the 660-foot elevation. He advised that he would agree to relocating soil to create a berm if it is <br />part of the excavation for the house, but he is concerned about removing it from the knoll and <br />other locations outside of the building pad just to create a berm, and would suggest that, instead, <br />landscaping be installed. <br /> <br />The Planning Commission agreed to suggest that the applicant explore reducing the size of the <br />house. <br /> <br />Commissioner Arkin moved to uphold the appeal with the following recommendations: <br />. areas of the house that are on the south side of the zone depicted on the "Story-Pole <br />Locations" exhibit shall be at a 660-foot roof elevation or less (areas on the north side <br />shall be consistent with the PUD). <br />. appropriate landscaping shall be explored to mitigate the Schmidts' and Bentleys' <br />concerns related to privacy and view obstructions (including, for example, the use of <br />five 24-inch box size trees). <br />. construction shall be limited to Monday through Friday. <br />. green building requirements shall be explored. <br /> <br />r- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />January 23, 2002 <br /> <br />Page 9 <br />
