Commissioner Arkin stated that he thinks it has been an exciting process going through the
r Specific Plan and there are a lot of nice things in the Plan. He further stated that he wished the
process could have been different, with the City Council making a determination on the train,
and then proceeding with the development of the Specific Plan. He noted that he thinks there are
so many other things in the Specific Plan that could have been discussed, such as the proposal for
court areas with shops.

Commissioner Roberts stated that the task force has done a good job on the Plan and she is glad
that the Commission accepted most of its recommendations.

Commissioner Maas indicated that as she stated earlier, she has a real concern about Downtown
and if we are going to put emphasis on the Downtown to be a core of our community, she wants
to be sure that the City works with PDA as a team and form a relationship. She suggested that a
better approach be taken for negotiating parking, noting that there are some areas, specifically
Bank of America, in which additional effort should be made to get parking. She also suggested
that consideration be given to designating a percentage per block of office and retail mix. She
stated that she is concerned about the Downtown and where it is headed and she would like the
City Council to get involved.

Commissioner Harvey stated that the Specific Plan is very comprehensive and a lot of care was
taken in the analysis and he supports everything, with the exception of the parking lot.

--

Commissioner Sullivan stated that he feels the task force process is a good one and a lot more
people are involved and there are a lot more ideas on the table. He advised that he thinks the
train should be part of the process. He commented that the task force worked through the issues
and came up with good decisions in most cases, and that, overall, it is a good plan and good
things will come out of it.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Arkin, Harvey, Maas, Roberts, and Sullivan
None
Commissioner Kameny
None

Resolution No. PC-2002-03, and PC-2002-04 were entered and adopted as motioned.

c.
