He voiced support for the Committee's <br />r recommendation not to bring the train into Downtown and to keep it south of Junipero. <br /> <br />Chairperson Maas advised that at the time of the vote on Measure DD she was a Park and <br />Recreation Commissioner and she did not vote for it because she had information on the issue <br />that was provided to her as a Commissioner. She stated that she does not want the seniors <br />impacted, noting that they were there first. She noted that she agrees with Commissioners <br />Roberts and Sullivan. She further noted that she believes if the train should come south of <br />Junipero, the PDA will find a way to get the people from the train station to the Downtown, <br />whether it be trolley, horse carriage, bicycles, etc. She advised that she spoke to some of the <br />Downtown merchants last weekend and they would like to have the train, so it will be o.k. if it <br />doesn't come all the way into Downtown, because they will find a way to get the passengers into <br />the Downtown. <br /> <br />Commissioner Arkin stated that he has ridden the Niles Railway train about 6 times, and the <br />passengers purchase items in the general store in Suno1, so it does bring business to Suno!. He <br />commented that there is no reason not to include the train in the Specific Plan, and if there is a <br />cost for the train, then they don't have to do the project. <br /> <br />Chairperson Maas asked for a vote of those in favor of showing that the train is not to enter <br />Downtown and that, if anything, it would only come as far as south of Junipero or to the ACE <br />station. Vote: 3-2 (Commissioners Arkin and Harvey voted no). <br /> <br />- <br /> <br />Commissioner Sullivan noted that at the last meeting he asked if there were any positive impacts <br />of relocating the ACE train station to the Bernal property, and according to the Final EIR, there <br />are positive traffic and parking impacts. <br /> <br />Chairperson Maas asked staff to address the issue of the extension of Del Valle Parkway. Mr. <br />rserson advised that originally on the General Plan, Del Valle Parkway was to be extended from <br />Main Street east to Bernal A venue. He noted that the portion between Main Street and Stanley <br />Blvd., that would run parallel to "Little" Stanley Blvd., was taken off the General Plan. The only <br />portion that remains on the General Plan is the portion from Stanley Blvd. east to California <br />Avenue in the Stanley Business Park. <br /> <br />Commissioner Arkin moved to: <br />(1) recommend that the City Council approve the proposed General Plan amendments <br />as shown on Attachment #4; <br />(2) make the findings that the Specific Plan, as modified, is consistent with the General <br />Plan and make the required environmental findings as set forth in Attachment #6; <br />(3) recommend that the City Council approve the Draft Specific Plan, dated August <br />2001, subject to the modifications presented in Attachment #S and subject to the <br />Planning Commission "straw votes" stated above; and <br />(4) recommend that the City Council approve the Environmental Impact Mitigation <br />Monitoring Program as presented in Attachment #7. <br />Commissioner Roberts seconded the motion. <br /> <br />-. <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />January 9, 2002 <br /> <br />Page 17 <br />
