<br />r- Commissioner Sullivan stated that he is concerned about extending Railroad Avenue to Ray <br />Street and the potential of losing buildings in this area. <br /> <br />Commissioner Sullivan voiced concern about emissions and cars on First Street, and advised that <br />he supports the alternative transportation measures in the Specific Plan on page 36, and he would <br />like to see some active work on making these happen and getting some viable alternative <br />transportation Downtown. <br /> <br />Commissioner Arkin stated that, in general, he is very supportive of the Specific Plan, he noted <br />that he likes the idea of the mini plazas. In response to discussion regarding the funding for the <br />train, Commissioner Arkin stated that the Specific Plan provides policies that are not necessarily <br />funded. <br /> <br />Commissioner Sullivan advised that he supports the EIR mitigation for the tree preservation, and <br />he would like to add that a contribution be made to the Urban Forestry Fund for the value of any <br />of those trees and other heritage trees that are removed. <br /> <br />The Planning Commission agreed to hold the public hearing on the Specific Plan at the <br />December 12 meeting or other future meeting, depending on when the Final EIR is completed. <br /> <br />The Planning Commission recessed for a break at II :40 p.m. <br /> <br />r- <br /> <br />Chairperson Maas reconvened the meeting at 11 :45 p.m. <br /> <br />b. PRZ-I0, City of Pleasant on <br />Review of the draft Historic Preservation Ordinance and recommendations for <br />establishing a future historic preservation task force. The Planning Commission will also <br />consider the negative declaration prepared for the project. <br /> <br />The Planning Commission agreed to hear staffs presentation on this item, take public testimony, <br />provide comments and questions to staff, and to bring this matter back for action with the <br />Downtown Specific Plan at an upcoming meeting. <br /> <br />Wayne Rasmussen introduced the Historic Preservation Ordinance Task Force Chairperson, <br />Bonnie Shamblin, who introduced members of the Task Force, described the appointment of the <br />Task Force, the process followed by the Task Force and its primary goals. <br /> <br />Bruce Judd and Bridget Maley of Architectural Resources Group commented on the <br />development of the historic preservation ordinance and provided a slide presentation about <br />historic resources. <br /> <br />Mr. Rasmussen presented the staff report, describing the primary elements of the Ordinance, the <br />proposal for a future historic preservation task force, and the provision for a comprehensive <br />preservation incentive program. <br /> <br />r <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />November 28,2001 <br /> <br />Page 14 <br />
