Chairperson Maas stated that she would not want to leave out personal service businesses, such
.- as nail salons, in this area.
(It was later noted by Mr. Iserson that personal services are conditionally permitted in the Office
District.)

2. Residential Density Changes West of Peters Avenue

Commissioner Sullivan stated that the character of a neighborhood changes when houses are
demolished and higher density residential is constructed. He advised that initially he was not
supporting the staff s recommendation, but he feels if there are enough safeguards in place, he
feels comfortable with having the high density zoning for these areas. He stressed that he does
not support redevelopment in that area.

Chairperson Maas stated that she does not have any problem with having these areas zoned high
density.

Commissioner Roberts advised that she does not want to see the character of these homes lost,
but she does not want to down zone property. She further advised that she would not approve
demolishing any of these homes to build large modern buildings.

Commissioner Arkin concurred with the other Commissioners.

3.

Veterans Memorial BuildinglLivermore Amador Vallev Historical Society Museum Site
Land Use Designations

---

There was concurrence to support staff's recommendation to delete Land Use Policy 13.

4. First Street

Commissioner Sullivan advised that he agrees with staff and the Committee and he would not
like to see an additional traffic lane on First Street for all of the reasons stated. The other
Planning Commission members concurred.

5. Main Street Alignment

Commissioner Roberts stated that she does not see how this can be done, but she agrees with the
PDA that the entrance to the Downtown needs to be made more prominent.

Commissioner Sullivan advised that he supports the idea of trying to increase access to Main
Street from the south. He suggested that some other creative ideas be explored.

Commissioner Arkin stated that he would support looking at additional ideas. There was
consensus with this suggestion.

----

Mr. Iserson noted that there are concepts in the Specific Plan to come up with some solutions to
improve and enhance the entryway to Downtown.

PLANNING COMMISSION MINUTES

November 28,2001

Page 12
