She suggested <br />.- that another vote be taken to see how the community feels about the train now, since people <br />would now know about the issues. <br /> <br />Peter MacDonald, 400 Main Street, Suite 210, stated that in general he supports the Specific Plan <br />and the recommendations of the PDA Board. He advised that he is concerned about going from <br />a IS-page plan to a 50-page plan with policies on everything, and he is afraid the rules will make <br />it difficult to expand and improve buildings in the future. He commented that he feels the train <br />will be a wonderful thing for the Downtown as it will bring the activity that will make the <br />Downtown vibrant. He stated that he feels the issue of parking is a false issue, in that the plan <br />showing the train coming into the Downtown showed as many parking spaces with the train, as <br />in other plans, other than Sunday. He advised that trains can travel at slow speeds that will not <br />impact residents. He noted that he does not believe the three residential areas west of Peters <br />A venue should be downzoned. He commented that the parking waiver has done a lot to <br />revitalize the Downtown, and he fears that a new set of rules will stop the revitalization. He <br />noted that retail and residential uses on the east side of Peters Avenue is appropriate. Mr. <br />MacDonald also voiced support for the Historic Preservation Ordinance, noting that he thinks <br />staff and the Committee did wonderful work and were sensitive to the comments they received. <br /> <br />Vera Dunder, 4713 First Street, stated that she supports the Specific Plan as presented. She <br />advised that she is opposed to the realignment of Main Street. She reported that there is an error <br />in Figure VI-1 of the report, in that the 25 feet of the width shown for parking is actually her <br />property. Mr. Iserson advised that this will be corrected. <br /> <br />,-.- <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />The Planning Commission provided the following feedback on the issues presented in the staff <br />report. I <br /> <br />1. Land Use Designation of Lots Bordering the East Side of Peters Avenue North of Old <br />Bernal Avenue <br /> <br />Commissioner Sullivan advised that he generally supports the reasons the Committee did not <br />want to have retail in this area, but he would like to have the ability to have second floor <br />residential, while maintaining the first floor as office, or some less intensive use, as a <br />compromise. <br /> <br />Commissioner Arkin stated that he supports the Committee's recommendations, but also agrees <br />with Commissioner Sullivan's position if the other Commissioners agree. <br /> <br />Commissioner Roberts stated that at first she agreed entirely with the Committee's <br />recommendation to leave it as office, but she believes it is difficult to get financing for <br />residential above office.
