<br />Commissioner Sullivan referred to the executive summary regarding the emissions that was to be <br />r provided this evening, and asked what information is available and what information will be <br />forthcoming. <br /> <br />THE PUBLIC HEARING WAS REOPENED <br /> <br />Mr. Sage advised that the final executive summary is not available this evening, but the author of <br />the summary is present and can answer questions regarding the process. <br /> <br />John Carter, wind engineer consultant, explained the simulation process used to complete the <br />study of the emissions. In response to an inquiry from Commissioner Sullivan, Mr. Swift <br />advised that the results have not been peer-reviewed, however, staff has met with Fire <br />Department staff who indicated that they would be running their model. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />r- <br /> <br />Commissioner Sullivan thanked the applicant for going back and looking at alternatives. He <br />stated that he appreciates the applicant's efforts with the Green Building, LEED, and energy <br />elements for the project. He noted that there is a problem because there was a neighborhood <br />process where neighbors worked with the staff and the developer to try to get a project that <br />would be acceptable to everyone and a win-win for everyone. He stated that, unfortunately, that <br />did not happen. He advised that it is clear to him that the neighbors came out of the process <br />expecting a building that would be 48 feet tall. Commissioner Sullivan stated that in the <br />neighborhood process the onus was on the City staff and the applicant to make the neighbors <br />understand what the actual height of the buildings would be. He commented that this is the <br />major issue for him and he wants to be sure that the City Council hears the message that the City <br />blew it on this process. He noted that the only viable alternative to get the project to what the <br />neighbors thought they agreed to is for the buildings to be 48 feet tall, which would be two-story <br />buildings with this same equipment screen. He stated that he would not support an increase in <br />footprint size as that will just increase the mass ofthe building and the impact on the site and off <br />of the site. <br /> <br />Commissioner Sullivan stated that one of the points that came up tonight was that when the PUD <br />was developed the anticipation was that the development would be normal office buildings, but <br />these are not typical office buildings and additional construction requirements are needed. He <br />noted that this is an R and D building, and possibly quasi-industrial, and some different criteria <br />should have been used in determining the size of the buildings and how many square feet are <br />appropriate on this site. He stated that all ofthe trade-offs have been at the expense of the <br />neighbors and there have been no trade-offs at the expense of the developer. He advised that he <br />still has concerns about the emissions information, noting that at the last meeting he requested <br />this data and that it be peer-reviewed prior to approval. He further advised that he feels the <br />community deserves to have full disclosure and understanding of the risks prior to approving the <br />project. <br /> <br />Commissioner Kameny stated that he applauds the developer for working with the neighbors and <br />he sympathizes very deeply with the neighbors who thought they were going to have 48-foot tall <br /> <br />r- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />November 14,2001 <br /> <br />Page 9 <br />
