they will also work at making the pathway more serpentine. He stated that the views that are
r currently seen from Sunol on any travel lane will be maintained.

Mr. Sage reported that the total area of photovoltaic panels for all five buildings is 25,500 square
feet. The three-story buildings are 5,500 square feet each, and the two-story buildings are 4,500
square feet each. He advised that with regard to the building colors, the lightest color is related
to achieving a LEED effort to reduce the heat gain in the building paneling system. He stated
that they have always thought the lighter color was preferable and the peer review architect had
agreed. He noted that they will be constructing a full size panel mach-up on site to look at what
the color really will look like.

Mr. Sage advised that they had attempted to reduce the height of the building prior to submittal
of the project, noting that the air handlers are custom and have been reduced in height
approximately 29 inches. He reported that the PUD in place at the time Applied Biosystems
purchased the site permitted a development of potentially 960,000 square feet. He further noted
that the construction and occupancy of the project will be phased which will minimize the
impacts to the area. He commented that with respect to a park, a condition of the PUD requires a
$400,000 contribution by Applied Biosystems to the City of Pleasant on park fund.

r-

Mr. Sage stated that with respect to public access to the site, they have always represented that
the way in which they envision occupying the campus is that they will be a single-user campus
and they will need to be able to maintain security and control who is entering and leaving the
campus, not only for security, but for liability purposes. He advised that Applied Biosystems is
the type of company that generally seeks to do the right thing before they are asked to do it. He
further advised that they have clearly represented that for their requirements this would be a
closed campus, however, they are willing to enter into discussions with the City Attorney and
their attorney to explore this matter.

Mr. Sage noted that the generators are purely back-up, emergency generators, and they will not
be operating at all times.

In response to an inquiry from Commissioner Kameny regarding the present criteria for
measurements of commercial/industrial buildings in Pleasanton, Mr. Swift reported that the
criteria varies depending on the part of the City and what particular PUD rule has been written.
Mr. Swift stated that in the ordinary zoning code the height is measured to the parapet, and the
mechanical equipment is allowed to extend beyond that and there is no limitation on that height.
He further advised that some PUD's the height of the mechanical equipment is included in the
height, but most commonly it is measured to the parapet. Discussion ensued regarding this issue.

THE PUBLIC HEARING WAS CLOSED

The Planning Commission recessed for a break at 9:45 p.m.

Chairperson Maas reconvened the meeting at 10:00 p.m.

r-

PLANNING COMMISSION MINUTES

November 14,2001

Page 8
