Following discussion, the Planning Commission <br />determined not to reorder the agenda. <br /> <br />Commissioner Kameny left the meeting at 11 :00 p.m. due to illness. Commissioner Harvey took <br />his seat on the dais. <br /> <br />c. Review of the 2001 Growth Manae;ement Report <br /> <br />Mr. Swift commented on the preparation of the 2001 Growth Management Report, noting that it <br />is as comprehensive as staff could make it this year. He noted that it does not include some of <br />the issues that the Planning Commission had asked to be included, as some regional information <br />was not forthcoming. He advised that the staff report updates the changes in the economic <br />situation since the time the Growth Management Report was actually drafted. <br /> <br />Mr. Swift advised that there are no new projects vying for major project approval. He noted that <br />that this year there is only the request to reallocate the units within the Vineyard Corridor and the <br />Bernal project to the first available year. He further noted that staff believes that rolling these <br />units to 2003 is appropriate. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />No one spoke. <br /> <br />r <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Sullivan noted that he has no problem with the allocations and transfer of units. <br />He commented that in its approval of the Growth Management Report last year they included <br />another category for energy efficient units, but that this category was removed by the City <br />Council. He suggested that another category of 50 units be established from a combination of <br />major projects and first-come, first-served projects, for units that are essentially energy neutral <br />and that do not require energy from the grid. <br /> <br />Commissioner Roberts stated that she agrees that Commissioner Sullivan's suggestion should go <br />forward. Commissioner Arkin concurred. <br /> <br />Commissioner Roberts moved to recommend to the City Council that the annual <br />allocations shown in Table 2 for 2002-03 be affirmed; that the major project and first- <br />come, first-served sub-allocations as shown in Table 2 for 2002-03 be affirmed; that the <br />requested reallocations of 89 units from 2001 to 2003 as shown in Table 3 be approved; and <br />that a new category of 50 units per year be added for energy neutral units, to be included in <br />the existing total, without adding any additional units.
