<br />____ Ms. Kline replied that the facility could be seen through the fencing but that the street slopes <br />down considerably at that point, putting the site way above street level. She added that the open <br />metal-style fencing connecting Buildings A through F would prevent pedestrians from walking <br />off the trail and going into the development and that there is a portion of fencing connecting the <br />end of Building F to the end of Building E. <br /> <br />In response to Chairperson Maas' question regarding fencing around the facility, Ms. Kline <br />clarified that the building walls would go around the whole property and that the open <br />metal-style fencing would enclose the portion ofthe property that is not enclosed by the <br />buildings themselves. <br /> <br />Commissioner Roberts inquired if the City's Trails Master Plan indicates that it was all right to <br />have the Iron Horse Trail portion on the site be a sidewalk and if there would be signage for that. <br />She further inquired if the original Iron Horse Trail is basically the Kiewit property line. <br />Ms. Kline replied that thus far, there are no constructed portions of the Iron Horse Trail in <br />Pleasanton. She stated that there are private and public parks with trails in the Hacienda <br />Business Park area but that no specific part of it is designated as portion of the Iron Horse Trail. <br />She added that the General Plan shows the Trail going through the middle of the Kiewit property <br />and crossing over the active rail line between the site and Stanley Boulevard. She explained that <br />since no crossing is allowed on active rail lines, the Valley A venue rail overpass includes large <br />flat areas built into the underside of the abutments to allow the separation of pedestrians from the <br />rail line. In effect, one would have to go under the overpass to get across this rail line and to <br />Shadow Cliffs. <br /> <br />r- <br /> <br />Responding to Commissioner Roberts' question regarding why there is only a one-foot setback <br />from Kiewit, Ms. Kline stated that the General Plan designates the Kiewit property as "General <br />and Industrial" and that it is not unusual for there to be smaller setbacks between buildings in <br />industrial areas. She continued that when the quarry ceases operation, possibly in 20 years, it is <br />anticipated that the site would develop into some type of industrial project unless the General <br />Plan designation is amended. She added that Kiewit has approximately 40-50 acres and that if <br />landscaping is desired at that time, this could be required during the planning review for any <br />future project on that property. <br /> <br />Commissioner Roberts stated that it could be a traffic hazard to allow left turns from the project <br />driveway outside peak hours because vehicle drivers would stop and read the sign. She <br />suggested that no left turns be allowed from the project driveway until the traffic light is <br />installed. <br /> <br />Phil Grubstick pointed out that certain intersections in the City have restricted left turns during <br />certain hours. <br /> <br />With respect to Commissioner Roberts' inquiry regarding Boulder Street going through the <br />Kiewit property following the East Side Traffic Circulation Study, Ms. Kline replied that this <br />was being considered. <br /> <br />,.-- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />October 10,2001 <br /> <br />Page 3 <br />
