Commissioner Roberts asked if the City has had graffiti problems with public storage facility
.-- walls. Ms. Kline replied that the issue was raised when Central Self-Storage across the street
was proposed and that the facility is required to remove graffiti on their walls within 24 hours of
notification. The same condition will be placed on this new proposal.

Commissioner Sullivan inquired if the Transportation Corridor is presently owned by Alameda
County. Ms. Kline replied that 50 feet between the long panhandle and Valley Avenue is still
owned by the County. She explained that the General Plan shows the Transportation Corridor as
a thin black line that winds throughout the City. It comes down this panhandle, and goes through
the site, overlain by industrial area, then turns east and west along Stanley Boulevard.

Commissioner Sullivan asked if the developer is applying for certification with the U.S. Green
Building Council as part of its LEED process. Ms. Kline referred the question to the developers.

Commissioner Arkin recalled that when the McDonald's Restaurant project came before the
Commission, the Commission had requested a discussion on the overall plan for the intersection
before any other application for the area is considered. He commented that it appears that the
area is moving away from industrial with McDonald's Restaurant plus a proposal for a grocery
store and two other tenants going across the street.

Ms. Kline clarified that as Stanley Boulevard arcs from north to south through the Downtown
and picks up from First Street, it comes out in this direction to the south of V alley Avenue.
Stanley Business Park sits on both sides of Bernal Avenue. She stated that Stanley Business
Park was approved with a number of uses, mostly service-commercial, and includes car repairs
and various commercial services for citizens' use. McDonald's Restaurant is going into a
portion of Stanley Business Park, and a grocery store has been proposed to go on the opposite
southeast corner of Bernal A venue and Stanley Boulevard, which is still part of Stanley Business
Park. Ms. Kline continued that the General Plan designates the north side of Stanley Boulevard
as "Industrial." It has always been heavy industrial and includes an active rail line, Pleasanton
Garbage ServicelTransfer Station, Kiewit, Utility Vault that manufactures concrete products as a
result of the quarries, and the City's Operations Service Center. She concluded that a public
storage use is particularly attractive to locate in an industrial area since it is a kind of
warehousing and has limited vehicular traffic.

With respect to Commissioner Sullivan's inquiry on the voltage of the power lines and ifthere
were plans to underground them, Ms. Kline replied that there were no plans to underground the
60KV power lines through the project site.

Commissioner Harvey indicated that he had visited the site with Ms. Kline earlier in the week
and had all his questions answered then.

Chairperson Maas asked staff how many storage facilities are in close proximity to the project
site. Ms. Kline replied that Central Self-Storage is located on the northwest corner with a Public
Storage facility behind it, and a second Public Storage on Stanley Boulevard by Ray's Electric.

~

PLANNING COMMISSION MINUTES

October 10, 2001

Page 4
