Bay Area Self-Storae;e/Michael Walsh <br />Application for PUD rezoning and Development Plan approval to allow the construction <br />of an approximately I 39,928-square-foot self-storage facility, including a 2,700-square- <br />foot manager's apartment, on a 6.89-acre portion of an 8.46-acre site located at 3100 <br />Valley Avenue on the northwest quadrant of Valley Avenue and the Union Pacific <br />Railroad right-of-way. Zoning for the property is PUD (Planned Unit Development)-I <br />(Industrial) District. The Planning Commission will also consider the negative <br />declaration prepared for the project. <br /> <br />Heidi Jo Kline presented the staff report, describing the application and history of the site, which <br />is a portion of a bigger parcel originally owned by the Southern Pacific Transportation Company. <br />She explained that in addition to the triangularly shaped project site, the developer would <br />purchase the adjacent 6,000-square-foot parcel from Alameda County, most of which would be <br />part of the land to be dedicated to the City for a future Boulder Street extension. The design of <br />the facility, which was reviewed by Mr. Larry Cannon, the City's peer review architectural <br />design consultant, reflects the historic railroad use with a craftsman-style architectural theme. It <br />would also have public art on a portion ofthe Building A wall in the form of two wall murals to <br />be reviewed by the City's Civic Arts Commission. Ms. Kline continued that the developer <br />would participate in the Green Building Council's LEED program and that photovoItaics would <br />be installed on the roof of the manager's apartment/office to power the building. Furthermore, <br />an eight-foot wide concrete sidewalk/trail would be constructed on the site along Valley Avenue, <br />and landscaping would be installed along a large portion of the perimeter of the site. With <br />respect to traffic, Ms. Kline pointed out that based on the City's 2000 Baseline Traffic Report, <br />self-storage facilities are the lowest generator of traffic and that the Stanley Boulevard/V alley <br />A venue intersection has a Level of Service "c" in the AM. peak hour and "D" in the PM peak <br />hour. Ms. Kline also stated that a notice of the public hearing was sent to property owners and <br />tenants within 1,000 feet and that no written or verbal comments were received by staff <br />concerning the project. In conclusion, Ms. Kline indicated that staffis very pleased with the <br />design of the facility and that its architectural elements are a plus, given the site's visibility along <br />one of the entrances to the City's gateway. <br /> <br />Commissioner Kameny asked Ms. Kline if the facility could be seen through the wrought iron <br />fence between the manager's office and Building A and if the back of Buildings A through F <br />would provide security for the site.
