<br />The Commission requested additional information and exhibits regarding the northern creek <br />,"- area. It was noted that the public art areas are not accessible. <br /> <br />Chairperson Maas asked that staff review the issues regarding the location of the bus stop, the <br />south truck entrance, and the left turn lane for Diamond Court. She noted that the Commission <br />has requested better visuals of the lake area. She questioned whether the 30-50% evergreen trees <br />will provide sufficient screening. <br /> <br />Commissioner Sullivan advised that he would like to see the specific plans for the transportation <br />system management program for Phase I. He asked if it would be possible to provide public <br />access to the lake and trails around the open space. Chairperson Maas advised that she had made <br />this suggestion previously and was told that it is a liability issue. Discussion ensued regarding <br />the possibility of providing public access. Ms. Seto advised that staff can look into this. <br /> <br />Commissioner Sullivan stated that he would like to see reclaimed water used for irrigation and <br />for the water features. He advised that he would also like to see some analysis of what is emitted <br />from the exhaust stacks, what kinds of chemicals have been used, what kind of dispersion <br />modeling has been done, and what regulatory agencies are involved in the monitoring. <br /> <br />Commissioner Arkin asked that this matter be the first item on the agenda the next time it is <br />brought to the Planning Commission, so that they can give it more time. <br /> <br />e. PUD-15, Bay Area Self-Storae;e/Michael Walsh <br />Application for PUD Development Plan approval to allow the construction of an <br />approximately 139,928-square-foot self-storage facility, including a 2,700-square-foot <br />manager's apartment, on a 6.89-acre portion of an 8.46-acre site located at 3100 Valley <br />Avenue on the northwest quadrant of Valley Avenue and the Union Pacific Railroad <br />right-of-way. Zoning for the property is PUD (Planned Unit Development) - I <br />(Industrial) District. The Planning Commission will also consider the negative <br />declaration prepared for the project. <br /> <br />Continued to October 10, 2001. <br /> <br />g. PUD-80-16-19D & 11M, Providian Bancorp <br />Application for development plan approval and a major modification to PUD-80-l6 to <br />allow the construction of a three-story, 90,000-square-foot building on the Providian <br />Bancorp campus located at 4940 Johnson Drive. Zoning for the property is PUD <br />(Planned Unit Development) - I/C-O (Industrial/Commercial-Office) District.
