BACKGROUND
In 2005, the City awarded an agreement to Lifetime Tennis to operate the tennis
facilities at the City's Tennis and Community Park. Since 2009, under an amendment to
the original agreement, Lifetime Tennis has acted as the City's agent in all matters
related to tennis operations, including activity registration, payment processing and
customer services.
With the agreement with Lifetime Tennis scheduled to end in 2010, City staff circulated
a request for Proposals (RFP) to obtain qualified vendors to manage the tennis
operations and the Tennis and Community Park. A total of three (3) proposals were
received in response to the RFP:
• Lifetime Tennis, Inc.
• Tennis Management Solutions
• Tompkins Tennis, Inc.
To assure a comprehensive review of the proposals, a selection team comprised of staff
from the Community Services Department, one (1) member from the Parks and
Recreation Commission, and two (2) public participants of Tennis and Community Park
programs was formed. As part of its selection process all three (3) vendors were
interviewed and all proposals were reviewed thoroughly. As a result of this process, the
selection team and staff is recommending, awarding an agreement to Lifetime Tennis.
In general, Lifetime Tennis proved to be the most knowledgeable about the City of
Pleasanton with a thorough understanding of the tennis program and the community
needs. Further, since operating the Tennis and Community Park, it has developed a
reputation of providing affordable programs, qualified staff and excellent customer
service.
The recommended term for the Agreement is for five years beginning on January 1,
2011. Some key points of the Agreement are summarized below:
• Lifetime will assume responsibility for all operations and maintenance of the
tennis facility and programs.
• City will assume responsibility for all park maintenance and related capital
improvements.
• City will assume financial responsibility for all electricity, gas and water usage.
• Lifetime will repair and replace all tennis related equipment including but not
limited to ball machines, court light bulbs, windscreens, nets, etc.
• Lifetime will provide and maintain all office equipment including computers,
printers, copiers and furnishings.
